1. Initial Training,<br />

2. Repeat Training.<br />
A first round <strong>of</strong> refresher training will be given within one year <strong>of</strong> the initial training. This first<br />
round will include the contents <strong>of</strong> the OSHA lockout standard, the facility lockout program,<br />
the specific procedures applicable to employees job assignment. Refresher training will also<br />
inform employees <strong>of</strong> results <strong>of</strong> facility inspections.<br />
Refresher training will be the means <strong>of</strong> compliance with the program review requirements <strong>of</strong><br />
the inspections described below.<br />

11. . Facility Self-Inspection.<br />
***COMMENT: The facility self-inspection requirements <strong>of</strong> the <strong>Lockout</strong> Standard are the first safety<br />
procedure audit requirements <strong>of</strong> an OSHA standard. The following language meets the objectives <strong>of</strong><br />
Identifying problems, through a representative sampling scheme, without requiring an observation <strong>of</strong> each<br />
employee doing each procedure on each piece <strong>of</strong> equipment each year. This section requires extensive<br />
discussion locally.<br />
A. General<br />
(1) Inspections will be conducted by plant safety department staff or by a<br />
knowledgeable management employee such as a lockout training discussion leader,<br />
or a management person involved in lockout program development.<br />
Direct supervisors <strong>of</strong> exposed and authorized employees will not be inspectors,<br />
since the performance <strong>of</strong> supervisors is one <strong>of</strong> the elements to be evaluated.<br />
The currently authorized inspectors are listed at the end <strong>of</strong> this document. (page 11)<br />
(2) Designated union representatives will be notified <strong>of</strong> inspections, and will be able to<br />
be present during inspections and receive reports. These representatives will be the<br />
