6.2 PHASE 2 MESP REPORT, JULY 2008<br />
As noted in Section 1.0, the draft Phase 2 MESP Report was completed in July 2010.<br />
The Phase 2 MESP Report documented the findings <strong>of</strong> all MESP analyses <strong>of</strong> surface<br />
water and groundwater assessments, wetland and woodland assessments, a<br />
stormwater management plan, transportation and servicing concepts, fisheries<br />
compensation framework, community facilities recommendations, phasing, monitoring<br />
and future study requirements. This report included further existing conditions fieldwork/<br />
monitoring and analyses undertaken to assess existing wetland conditions, wetland<br />
water balance, geology, hydrogeology and archaeological assessments, and integrate<br />
these findings with surface water analyses to provide an understanding <strong>of</strong> interactions<br />
and relationships between various elements <strong>of</strong> natural systems. This information was<br />
used to inform impact assessments and the identification <strong>of</strong> mitigative measures to be<br />
incorporated into development planning and design.<br />
7.0 6.3 MASTER ENVIRONMENTAL SERVICING PLAN<br />
AMENDMENT (MESPA)<br />
7.1 PHASE 2 MESP AMENDMENT REPORTMESPA, DECEMBER<br />
2011<br />
Written comments were received from various agencies on the Phase 2 MESP Report<br />
including the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong>, TRCA, Region <strong>of</strong> Durham and the Ministry <strong>of</strong> the<br />
Environment (refer to Appendix A7). Based on the comments received, numerous<br />
meetings were held with the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong>, Region <strong>of</strong> Durham, TRCA and Ministry <strong>of</strong><br />
Natural Resources throughout 2011 to address/respond to agency comments. As a<br />
result, an amendment to the Phase 2 MESP Report, termed the MESPA Report has<br />
beenwas prepared and submitted in December 2011.<br />
6.47.2 PHASE 2 MESP AMENDMENT REPORTMESPA, REVISED<br />
FEBRUARY 2013<br />
As discussed in Section A1.0, following the submission <strong>of</strong> the MESPA in December<br />
2011, the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong> and Toronto and Region Conservation Authority (TRCA)<br />
undertook an update to the “2002 Duffins Creek Hydrology Update”. The 2012 Duffins<br />
Creek Hydrology Update is now complete and the results and recommendations<br />
integrated into this MESPA. Additionally, comments on the December 2011 MESPA<br />
were received from various agencies including the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong>, TRCA, Region <strong>of</strong><br />
Durham and the Ministry <strong>of</strong> the Natural Resources.<br />
Responses to the comments and direction to where the comments have been addressed<br />
in the this MESPA are provided in Appendix A7. The MESPA supersedes the August<br />
2010December 2011 Phase 2 MESPA Report, and documents changes and<br />
clarifications to the Phase 2 December 2011 MESPA Report that address comments<br />
received from agencies. The format <strong>of</strong> this Phase 2 MESPA Report includes:<br />
