As outlined further in Section 5.0 <strong>of</strong> <strong>Chapter</strong> B <strong>of</strong> this MESPA, the Seaton Landowners<br />

Group is continuing its consideration <strong>of</strong> a variety <strong>of</strong> stormwater management and flood<br />

control activities in consultation with relevant agencies. At this time, a Regional Storm<br />

control strategy is being assessed and a final approach has not been selected. Further<br />

discussions with TRCA and the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong> are recommended. No Schedule C<br />

Class EA projects are anticipated. Should any recommended facilities trigger either the<br />

Conservation Ontario Class EA for Remedial Flood and Erosion Control Projects, 2009<br />

or Schedule C <strong>of</strong> the Municipal Class EA, 2000, as amended 2007, additional Class EA<br />

documentation will be completed as needed as follow-up to this MESPA.<br />

In accordance with the studies undertaken, the Seaton Landowners Group has<br />

determined that there are three arterial and collector road projects for which the<br />

landowners are the proponent and which require compliance with Schedule C <strong>of</strong> the<br />

Class EA. These projects are identified and reviewed in <strong>Chapter</strong> C, Transportation <strong>of</strong><br />

this report.<br />

In accordance with the Master Plan provisions <strong>of</strong> the Municipal Class EA (section A.2.7<br />

and Appendix 4), the Seaton Landowners Group has adopted approach #2 to Master<br />

Planning for planning <strong>of</strong> the <strong>City</strong> arterial and collector roads. In this approach, the<br />

proponent undertakes a Master Plan which addresses all the requirements <strong>of</strong> Phases 1<br />

and 2 <strong>of</strong> the Municipal Class EA and this is documented in a report (i.e. the MESPA).<br />

Because three <strong>of</strong> the <strong>City</strong> arterial and collector roads are subject to Schedule C <strong>of</strong> the<br />

Municipal Class EA, they must in addition, meet the requirements <strong>of</strong> Phases 3 and 4 <strong>of</strong><br />

the Class EA. The MESPA, as a Master Plan, is not open to appeal to the Minister <strong>of</strong><br />
