Servicing - Ensuring that the network <strong>of</strong> utilities required to serve the new urban<br />
community minimizes impacts on the environment, maximizes efficiency and use <strong>of</strong><br />
existing infrastructure, and minimizes lifecycle costs. Provide preliminary servicing cost<br />
estimates for all Regional and <strong>City</strong> infrastructure required to be constructed within the<br />
Central <strong>Pickering</strong> Development Planning Area and for the development <strong>of</strong> the urban<br />
community. This may include the cost <strong>of</strong> infrastructure external to the Development<br />
Planning Area that may be required to service the development <strong>of</strong> the urban community.<br />
Employment - The provision <strong>of</strong> high-quality employment opportunities that reflect the<br />
needs <strong>of</strong> the community, with the identification <strong>of</strong> sufficient employment lands to<br />
generate approximately one job for every two residents with 30,500 jobs by 2031 and up<br />
to 35,000 jobs through long term intensification.<br />
Housing and Mixed-Use - The provision <strong>of</strong> a range <strong>of</strong> housing types and densities that<br />
meets the needs <strong>of</strong> a diverse population, complements surrounding communities, and<br />
accommodates an eventual population <strong>of</strong> 61,000 residents by <strong>of</strong> 2031 and up to 70,000<br />
residents through long term intensification at a population density that is transitsupportive.<br />
The structural elements <strong>of</strong> the CPDP are shown on four schedules – Land Use (Figure<br />
A4.1), the Natural Heritage System (Figure A4.2), the Transportation Network (Figure<br />
A4.3) and the Servicing System (Figure A4.4).<br />
The CPDP creates fifteen (15) compact urban neighbourhoods that will provide a range<br />
<strong>of</strong> residential, mixed-use and employment uses integrated with a Natural Heritage<br />
System consisting <strong>of</strong> significant natural features - woodlands, fields, wetlands, valleys<br />
and streams. The preservation <strong>of</strong> the heavily forested West Duffins Creek valley will<br />
retain an important linkage between the Oak Ridges Moraine and Lake Ontario. CPDP<br />
Amendment No. 1 and the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong>’s OPA No. 22 enable the combining <strong>of</strong> these<br />
neighbourhoods for approval purposes into six neighbourhoods as further outlined in<br />
<strong>Chapter</strong> J <strong>of</strong> this MESPA.<br />
4.2 CPDP NATURAL HERITAGE SYSTEM<br />
The Ontario Ministry <strong>of</strong> Natural Resources in cooperation with the Toronto & Region<br />
Conservation Authority (TRCA) identified a Natural Heritage System (NHS) for the<br />
CPDP Planning Area. The NHS boundary encompasses natural heritage features,<br />
buffers and corridors to link natural features with each other and to those located outside<br />
<strong>of</strong> the Planning Area. The NHS as depicted in the CPDP is shown on Figure A4.2.<br />
The NHS represents approximately 53% <strong>of</strong> Seaton and 54% <strong>of</strong> the CPDP Planning<br />
Area. It includes wetlands, significant woodlands, the Lake Iroquois shoreline, valley<br />
systems to stable top-<strong>of</strong>-bank, Environmentally Significant Areas, locations <strong>of</strong> Species at<br />
Risk, groundwater seepage/discharge areas, linkage corridors and buffers.<br />
The limits <strong>of</strong> portions <strong>of</strong> the NHS in the MESP Study Area were established in the field<br />
with representatives <strong>of</strong> the Ministry <strong>of</strong> Natural Resources, TRCA and the <strong>City</strong>. They<br />
were subsequently field surveyed. It is understood that these lands will be retained in the<br />
