• Provision for a range and variety <strong>of</strong> housing types, etc.<br />

Approved Neighbourhood Plans will provide the detailed policy basis for the approval,<br />

under the Planning Act, <strong>of</strong> Draft Plans <strong>of</strong> Subdivision and zoning by-laws permitting<br />

development.<br />

On April 26, 2011, the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong> Council endorsed an Amendment to the<br />

<strong>Pickering</strong> Official Plan (the Conformity OPA). The Conformity OPA will implement the<br />

Seaton Urban Area portion <strong>of</strong> the provincially approved Central <strong>Pickering</strong> Development<br />

Plan (CPDP). Neighbourhood Plans (NP) for a portion <strong>of</strong> the area and Sustainable<br />

Placemaking Guidelines for all <strong>of</strong> the urban area will also be prepared to comply with the<br />

Conformity OPA.<br />

The MESPA was therefore intended to be one <strong>of</strong> a number <strong>of</strong> higher order “bridges”<br />

between the CPDP and Neighbourhood Plans. Together with the Highway 407<br />

Economic Development Study (completed), a Seaton Retail Market Analysis Study,<br />

Natural Heritage System Management Plan (completed), and the Environmental<br />

Assessments for Regional Services (ongoing), the MESPA addresses matters on a<br />

comprehensive, Seaton-wide basis to inform the Neighbourhood Plan Review Study.<br />

Further, the MESPA includes recommendations that provide direction to the completion<br />

<strong>of</strong> Neighbourhood Functional Stormwater and Servicing Reports (NFSSRs) to be<br />

completed in support <strong>of</strong> draft plans <strong>of</strong> subdivision.<br />

Notwithstanding the original intent to complete the MESPA prior to the completion <strong>of</strong><br />

Neighbourhood Plans, the Neighbourhood planning process was accelerated at the <strong>City</strong><br />

<strong>of</strong> <strong>Pickering</strong> while the extensive study and review process for the MESPA was ongoing.<br />

Consequently, Neighbourhood Plans for Seaton were endorsed by the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong><br />

on April 26, 2011 and September 19, 2011. These Neighbourhood Plans, together,<br />

cover all <strong>of</strong> the Seaton Urban area and at the time <strong>of</strong> this MESPA are were currently<br />

before the Ontario Municipal Board awaiting approval. As a result, the MESPA was able<br />

to be informed by the Neighbourhood Plans prior to its completion with regard to such<br />

matters as transportation, municipal servicing and major community facilities.<br />

However, with regard to the MESPA For the purposes <strong>of</strong> this MESPA2, a land use<br />

concept is necessary as input to impact assessment work. This largely relates to land<br />

use assumptions for surface water and groundwater modeling analyses, it was<br />

necessary to establish a land use concept that would not be changed throughout the<br />

MESPA study and review process. The land use plan used for these assessments is<br />

presented on Figure A8.1. This plan reflects the CPDP plan modified based on<br />

landowner submitted Neighbourhood Plans and development concept plans as <strong>of</strong> June<br />

2011. Information on this land use plan was compiled from:<br />

• Proposed neighbourhood plans prepared by the private developers and one<br />

neighbourhood plan prepared by OILC and submitted to the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong> under<br />

the Planning Act;<br />

• Concept plans prepared as informational documents for ORC OILC on its Living<br />

Area lands; and,<br />

• The concept plan <strong>of</strong> subdivision prepared for Phase 1 <strong>of</strong> the ORC OILC Employment<br />

Lands. by Hemson in its study for those lands.<br />
