reading on daily basis and did<br />

not report the same to<br />

competent authority.<br />

Dip readings were not being<br />

properly maintained at Diesel<br />

Dispensing Unit (DDU) and the<br />

person authorized to sign<br />

documents related with the<br />

affairs of Diesel Dispensing Unit<br />

(DDU) went on refusing to sign<br />

the same in disregard to<br />

the repeated administrative<br />

instructions of the competent<br />

officials.<br />

D(T/O) was advised to take<br />

appropriate action as deemed fit in<br />

the matter.<br />

20. While investigating a case of RCC<br />

pavement of a road in one of the<br />

Areas following System improvement<br />

suggestions were made:<br />

i. Price of bidder should be sealed<br />

in a single envelope for getting<br />

signature of all the bidders and<br />

TC members and file is to be<br />

kept in safe custody till its<br />

opening.<br />

ii.<br />

Action is required to be taken<br />

for improving quality<br />

awareness/ establishing quality<br />

control infrastructure at Head<br />

Quarter level in the interest of<br />

quality assurance in Civil<br />

Engineering works.<br />

iii. TC should deliberate the<br />

reasonability of rates with<br />

specific mention of analyzed<br />

rate / last awarded rates etc. in<br />

clear terms, justifying their<br />

reasonability.<br />

21. In course of a vigilance investigation<br />

in case of “Procurement of AAA<br />

Conductor,” it has been suggested<br />

that before placing the final order for<br />

procurement of a Capital item the<br />

current site condition / ground realities<br />

needs to be updated so that procured<br />

material doesn’t remain idle for a long<br />

time.<br />

22. In course of a vigilance investigation<br />

in case of “Road Sale in <strong>CCL</strong>,”<br />

modification to the present guidelines<br />

applicable for road sale has been<br />

suggested to stop the unfair practices<br />

in Road Sales Centers during dying<br />

hours of validity.<br />

23. In course of a vigilance investigation<br />

in case of “Lifting cum balance<br />

Certificate for Road Sale at Rohini<br />

Project”, following system<br />

improvement have been suggested :<br />

i. Suitable guidelines regarding<br />

proper official procedure to be<br />

followed in maintenance of note<br />

sheets (in this case<br />

replacement of notesheets was<br />

found).<br />

ii. Suitable remedial action/<br />

issuance of guideline for<br />

preparation of realistic road sale<br />

offer, commensurate with the<br />

available stock.<br />

4. Observance of Vigilance Awareness<br />

Week : In line with the Central Vigilance<br />

Commission's directive, the Vigilance<br />

Awareness Period was observed with much<br />

fervor and enthusiasm in all units, Areas and<br />

Headquarters from 25.10.<strong>2010</strong> to<br />

1.<strong>11</strong>.<strong>2010</strong>. The week started with taking of<br />

pledge by all the employees. The pledge<br />

ceremony at HQ was also attended by the<br />

CMD, CVO, D(T)Oprn. and D(F), <strong>CCL</strong>. The<br />

observance of Vigilance Awareness Week<br />

in the Areas commenced with the PLEDGE<br />

taken by the employees on 25th October<br />

<strong>2010</strong> at <strong>11</strong>.00 AM. The PLEDGE was<br />

administered by the highest functionary<br />

present i.e Chief General Manager/ General<br />

Manager.<br />

i. Banners and posters containing<br />

thought-provoking slogans were<br />

displayed in all the units/ offices.
