• Drills and instructions are to include:<br />

abandoning the vessel, fire fighting, man<br />

overboard recovery, stabilizing vessel after<br />

unintentional flooding, launching survival craft,<br />

and recovery of life and rescue boats, donning<br />

immersion suits, PFD’s, fireman’s outfits and<br />

breathing apparatus, radio and visual distress<br />

calls and signals, activating the general alarm and<br />

reporting of inoperative alarms and fire<br />

detection systems.<br />

• Viewing of videotapes followed by discussion<br />

led by a person familiar with the subjects can be<br />

used for instruction requirements but not as a<br />

substitution for drills.<br />

• The master must ensure that all individuals who<br />

have not received the above instruction or<br />

participated in the drills receive a safety<br />

orientation before the vessel may be operated.<br />

This safety orientation must explain the<br />

emergency instructions required by 46 CFR<br />

28.265 and cover the specially established<br />

procedures listed above.<br />

High Water Alarms 46 CFR 28.250<br />

• Alarms are to be both visual and audible and<br />

installed at the operating station.<br />

• Alarms are to indicate high water in each of the<br />

following normally unmanned areas: a space<br />

with a through-hull fitting below the deepest<br />

load water line, a machinery space bilge, bilge<br />

well, shaft alley bilge, or other space subject to<br />

flooding from sea water piping within the space,<br />

a space with a non-watertight closure such as a<br />
