however, we <strong>will</strong> absolutely not accept hearing some day that <strong>the</strong>ir region is not governed by<br />

<strong>the</strong> sharia and that <strong>the</strong>ir administration in this situation has become exactly like <strong>the</strong><br />

administrations <strong>of</strong> <strong>the</strong> enemies. If, at <strong>the</strong> minimum, <strong>the</strong> situation stabilizes, <strong>the</strong> time <strong>will</strong> be<br />

suitable (by <strong>the</strong> assistance <strong>of</strong> God, <strong>the</strong> Mighty and Powerful) to establish a closer<br />

relationship with this region.<br />

Also related to this point, we <strong>will</strong> find that <strong>the</strong>re are regions <strong>which</strong> fall under <strong>the</strong><br />

administration <strong>of</strong> tribes. Their power <strong>will</strong> increase despite <strong>the</strong> different powers surrounding<br />

it, such as <strong>the</strong> remainder <strong>of</strong> <strong>the</strong> forces <strong>of</strong> <strong>the</strong> regimes <strong>of</strong> apostasy and organized gangs and<br />

<strong>the</strong> raids <strong>of</strong> <strong>the</strong> Crusaders, on account <strong>of</strong> <strong>the</strong>ir solidarity. When we address <strong>the</strong>se tribes that<br />

have solidarity we should not appeal to <strong>the</strong>m to abandon <strong>the</strong>ir solidarity. Ra<strong>the</strong>r, we must<br />

polarize <strong>the</strong>m and transform <strong>the</strong>m into praiseworthy tribes that have solidarity. They have<br />

power and capacity, so our message should not seek <strong>the</strong> dissipation <strong>of</strong> this power—aside<br />

from <strong>the</strong> difficulty <strong>of</strong> doing so. It is more preferable to change <strong>the</strong> trajectory <strong>of</strong> <strong>the</strong><br />

solidarity so that what it <strong>will</strong> be set upon <strong>the</strong> path <strong>of</strong> God, especially since <strong>the</strong>y are prepared<br />

to sacrifice for <strong>the</strong> sake <strong>of</strong> <strong>the</strong> principles and honor <strong>which</strong> <strong>the</strong>y believe in. It is possible to<br />

begin doing so by uniting <strong>the</strong> leaders [lit. “those who are obeyed”] among <strong>the</strong>m with money<br />

and <strong>the</strong> like. Then, after a period <strong>of</strong> time in <strong>which</strong> <strong>the</strong>ir followers have mixed with our<br />

followers and <strong>the</strong>ir hearts have been suffused with <strong>the</strong> picture <strong>of</strong> faith, we <strong>will</strong> find that <strong>the</strong>ir<br />

followers do not accept anything <strong>which</strong> contradicts <strong>the</strong> sharia. Of course, solidarity remains,<br />

but it has been changed into a praiseworthy solidarity instead <strong>of</strong> <strong>the</strong> sinful solidarity <strong>which</strong><br />

<strong>the</strong>y used to have.
