rooted in knowledge among <strong>the</strong> people <strong>of</strong> tawhid and jihad give religious justification for<br />
and explicate <strong>the</strong> details <strong>of</strong> how to spend <strong>the</strong> money on tribal leaders 12 among <strong>the</strong> people<br />
and <strong>the</strong> like for uniting <strong>the</strong>m in order that <strong>the</strong>y may give <strong>the</strong>ir allegiance to our<br />
administrations. The details and principles <strong>of</strong> this matter should be made public and clear<br />
such that no doubt remains in <strong>the</strong> hearts <strong>of</strong> people.<br />
In <strong>the</strong> beginning, we stressed that our battle is a battle <strong>of</strong> tawhid against unbelief and faith<br />
against poly<strong>the</strong>ism and it is not an economic, political, or social battle. However, we must<br />
not forget that part <strong>of</strong> sharia politics is to address those who have weak souls among <strong>the</strong><br />
different classes <strong>of</strong> people with <strong>the</strong> promise <strong>of</strong> reclaiming our money and our rights, or<br />
ra<strong>the</strong>r plundering <strong>the</strong> money <strong>of</strong> God <strong>which</strong> evil people have taken. We do not think that a<br />
promise like this motivated <strong>the</strong> Companions <strong>of</strong> <strong>the</strong> Messenger <strong>of</strong> God (peace and<br />

blessings be upon him). Ra<strong>the</strong>r, it was a distraction for <strong>the</strong>m and a motivation for <strong>the</strong> weak<br />
souls among <strong>the</strong> people to accept Islam. Afterwards, it is clear that <strong>the</strong>se weak souls<br />
improved <strong>the</strong>ir condition by living among <strong>the</strong> people <strong>of</strong> faith and <strong>the</strong> furnace <strong>of</strong> battle, and<br />
<strong>the</strong>ir motivation was for <strong>the</strong> sake <strong>of</strong> tawhid before all else.<br />
12 The nature <strong>of</strong> cities in <strong>the</strong> modern age is such that <strong>the</strong>y do not have regimes <strong>of</strong> tribal leaders and<br />
great men; ra<strong>the</strong>r, security systems control <strong>the</strong>m. The modern city al<strong>most</strong> necessitates emigration from<br />
rural areas and <strong>the</strong> deserts and <strong>the</strong> semi-alienation <strong>of</strong> <strong>the</strong> people due to that social phenomenon. Even <strong>the</strong><br />
rural areas and <strong>the</strong> deserts support <strong>the</strong> modern Jahiliyya regime in dispersing and dissolving <strong>the</strong> tribes <strong>of</strong><br />
solidarity and <strong>the</strong> clans so that it may exercise its control over <strong>the</strong>m or perversely reorient those tribes <strong>of</strong><br />
solidarity towards a Jahiliyya direction <strong>which</strong> serves its goals. However, <strong>the</strong>re are many rural areas and<br />
deserts and some cities <strong>which</strong> have groups that preserve <strong>the</strong>ir traditions, (even though) that regime is<br />
present to a certain extent.
