<strong>the</strong> minister <strong>of</strong> health, education, defense, social affairs, agriculture, media, and (religious)<br />
guidance. Truly, leaders govern when living between <strong>the</strong> jaws <strong>of</strong> death. If some military<br />
men can come to power on <strong>the</strong> basis <strong>of</strong> <strong>the</strong> first communiqué in <strong>the</strong> revolutionary, military<br />
states – leaders who are not known to have ruled previously, have no Islamic hue, no<br />
background in <strong>the</strong> movement, no discernible intelligence, and no captivating morality – are<br />
not <strong>the</strong> leaders (<strong>of</strong> <strong>the</strong> Islamic movement) capable <strong>of</strong> governance?!"<br />
One <strong>of</strong> <strong>the</strong> Western journalists said after meeting some <strong>of</strong> <strong>the</strong> youthful leaders from<br />
Afghanistan in <strong>the</strong> 90s: "I used to consider <strong>the</strong>m inexperienced youths, ignorant and restless<br />
people who love killing and did not understand anything else. When I sat with <strong>the</strong>m I was<br />
surprised that one <strong>of</strong> <strong>the</strong>m, even though he was not more than 24, possessed poise and<br />
political wisdom <strong>which</strong> <strong>the</strong> elder members <strong>of</strong> <strong>the</strong> Congress in America did not have." (That<br />
was <strong>the</strong> essence <strong>of</strong> his words.)<br />

(3) The Problem <strong>of</strong> Loyalty to Elements in <strong>the</strong> Preceding Administration (Especially Those<br />
with Different Islamic Orientations)<br />
At <strong>the</strong> outbreak <strong>of</strong> chaos, <strong>the</strong> onset <strong>of</strong> jihad, and <strong>the</strong> freeing <strong>of</strong> vacancies, we <strong>will</strong> find<br />
Islamic and non-Islamic parties and groups striving to ride <strong>the</strong> wave and exploit <strong>the</strong><br />
situation. Here <strong>the</strong>re are two possibilities: First, <strong>the</strong>se entities take over <strong>the</strong> administration<br />
<strong>of</strong> some <strong>of</strong> <strong>the</strong> regions. We have previously mentioned <strong>the</strong> principles <strong>of</strong> dealing with <strong>the</strong>se<br />
regions in <strong>the</strong> third topic, especially what pertains to understanding <strong>the</strong> principles <strong>of</strong> <strong>the</strong><br />
political game and those things that are connected with polarization.<br />
