battling terrorism and protecting against terrorist operations in particular, must be<br />

safeguarded from infiltration. For example, it is better for <strong>the</strong> department <strong>of</strong> investigation in<br />

Egypt to have five thousand loyal <strong>of</strong>ficers than to have twenty thousand <strong>which</strong> have been<br />

infiltrated by one <strong>of</strong> <strong>the</strong> Islamic groups. Thus, <strong>the</strong>ir forces are limited and select and <strong>the</strong><br />

regimes have to put in place <strong>the</strong> following priorities:<br />

First: Personal protection for <strong>the</strong> royal/ruling families and <strong>the</strong> presidential institutions.<br />

Second: Foreigners.<br />

Third: Petroleum and <strong>the</strong> economy.<br />

Fourth: Entertainment spots.<br />

Beginning by focusing (one's) interest and attention on <strong>the</strong>se targets is a hindrance (to<br />

achieving <strong>the</strong> objectives), while <strong>the</strong> peripheries and <strong>the</strong> crowded, popular regions are devoid<br />

<strong>of</strong> military forces or <strong>the</strong>re are a number <strong>of</strong> troops in <strong>the</strong>m with brittle leadership and weak<br />

power, without a sufficient number <strong>of</strong> <strong>of</strong>ficers. That is because those who are qualified <strong>will</strong><br />

be positioned for <strong>the</strong> protection <strong>of</strong> economic goals and <strong>the</strong> protection <strong>of</strong> rulers and kings.<br />

Thus, <strong>the</strong>se large numbers <strong>of</strong> forces are sometimes structurally weak and it is easy to attack<br />

<strong>the</strong>m and take large amounts <strong>of</strong> <strong>the</strong>ir weapons. The public <strong>will</strong> see how <strong>the</strong> troops flee,<br />

heeding nothing. At this point, <strong>savagery</strong> and chaos begin and <strong>the</strong>se regions <strong>will</strong> start to<br />

suffer from <strong>the</strong> absence <strong>of</strong> security. This is in addition to <strong>the</strong> exhaustion and draining (that<br />

results from) attacking <strong>the</strong> remaining targets and opposing <strong>the</strong> authorities.
