common ground <strong>of</strong> action for <strong>the</strong> different communities <strong>of</strong> unbelief and apostasy.<br />

Never<strong>the</strong>less, we can also say that <strong>the</strong>ir ideological alliance against Islam is a fragile alliance<br />

and limited by a ceiling <strong>of</strong> material interests that each faction among <strong>the</strong>m possesses.<br />

Therefore, we should formulate our military and political plans after properly understanding<br />

and appraising <strong>the</strong> ceiling <strong>of</strong> interest <strong>which</strong> limits <strong>the</strong> action <strong>of</strong> each one <strong>of</strong> our enemies and<br />

work to widen <strong>the</strong> gap <strong>of</strong> <strong>the</strong> interests between hostile factions. Therefore, <strong>the</strong> map <strong>of</strong><br />

interests must be clear in <strong>the</strong> minds <strong>of</strong> our leaders <strong>of</strong> action. It is a map that is just as<br />

important as military maps.<br />

We can say that bargaining is a characteristic <strong>of</strong> <strong>the</strong> politics <strong>of</strong> <strong>the</strong> enemy because <strong>the</strong><br />

substitute for successful bargains between <strong>the</strong>m—even if <strong>the</strong>y achieve some partial gains—is<br />

continuous war <strong>which</strong> might crush all <strong>of</strong> (<strong>the</strong>ir) interests. Therefore, <strong>the</strong>y call politics "<strong>the</strong><br />

art <strong>of</strong> <strong>the</strong> possible". As for <strong>the</strong>ir persistence in continuing war, that is only when <strong>the</strong>y think<br />

that <strong>the</strong>ir opponent is weak and it is possible to crush his <strong>will</strong>. When <strong>the</strong>re is violent<br />

resistance <strong>which</strong> leads to invasions that cost a great deal and are <strong>of</strong> little use, <strong>the</strong> factions <strong>of</strong><br />

<strong>the</strong> coalition began to withdraw one after ano<strong>the</strong>r, preferring (<strong>the</strong>ir own) security or delaying<br />

<strong>the</strong> conflict until more suitable circumstances.<br />

The nature <strong>of</strong> <strong>the</strong> enemies' bargain does not have <strong>the</strong> quality <strong>of</strong> permanence because it is<br />

merely a reflection <strong>of</strong> <strong>the</strong> scales <strong>of</strong> power at a particular moment and those scales are always<br />

subject to change.<br />

Consequently, <strong>the</strong>re is a breach <strong>of</strong> political treaties—or systematic<br />

bargains—<strong>which</strong> are naturally unmoral.
