Likewise, one <strong>of</strong> <strong>the</strong> strategies <strong>which</strong> <strong>the</strong> enemy follows is "<strong>the</strong> strategy <strong>of</strong> concentrating"<br />
since he intends to pacify some <strong>of</strong> <strong>the</strong> cities and regions and he uses his troops for<br />
concentrating his forces in one or two regions in <strong>which</strong> <strong>the</strong>re are <strong>the</strong> <strong>most</strong> arrests and<br />
opposition. He does that until his troops began to feel reassured because <strong>the</strong>y are much,<br />
much larger numerically than <strong>the</strong> mujahids. Then after he stops and has gained control over<br />
that region, he transfers his forces to o<strong>the</strong>r calm regions.<br />
Roughly all <strong>of</strong> <strong>the</strong> preceding happened under <strong>the</strong> vile Egyptian regime at <strong>the</strong> time when it<br />
confronted <strong>the</strong> mujahid movement, since it had planned in <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> 90s to begin<br />
a campaign for striking Islamic entities in general and mujahid entities in particular <strong>which</strong><br />
had flourished in <strong>the</strong> ten years that followed <strong>the</strong> campaign at <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> 80s <strong>which</strong><br />
began before <strong>the</strong> killing <strong>of</strong> Sadat and ended after <strong>the</strong> end <strong>of</strong> <strong>the</strong> trials <strong>which</strong> followed his<br />
assassination. The meaning is that when (<strong>the</strong> regime) began a campaign, it wanted <strong>the</strong><br />
campaign to quickly undertake that (strike). The Islamic Group undertook a strong response<br />
by killing al-Mahgoub, <strong>the</strong> speaker <strong>of</strong> parliament, <strong>which</strong> made <strong>the</strong> regime delay its campaign<br />
for two years. Instead <strong>of</strong> <strong>the</strong> Group exploiting <strong>the</strong> regime's hesitation, it completely gave <strong>the</strong><br />
regime <strong>the</strong> opportunity to arrange its cards. Thus, for two years <strong>the</strong> Group delayed <strong>the</strong><br />
beginning <strong>of</strong> complete opposition (to <strong>the</strong> regime). It could have taken matters firmly in<br />
hand and began after a year, at <strong>the</strong> very <strong>most</strong>. When it (finally) began, it made it easy for <strong>the</strong><br />
regime to undertake <strong>the</strong> operation <strong>of</strong> concentrating its forces until it could destroy <strong>the</strong><br />
entities <strong>of</strong> <strong>the</strong> Group in cities and provinces where <strong>the</strong>y were found, one after ano<strong>the</strong>r. That<br />
came to <strong>pass</strong> because <strong>of</strong> <strong>the</strong> mode <strong>of</strong> thinking <strong>of</strong> some <strong>of</strong> <strong>the</strong> Group's leaders who were<br />
focused on negotiations from <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> battle! They thought that a regime like
