<strong>the</strong> state. As for <strong>the</strong> one who manages <strong>the</strong> techniques in each ministry, he can be a paid<br />

employee who has no interest in policy and is not a member <strong>of</strong> <strong>the</strong> movement or <strong>the</strong> party.<br />

There are many examples <strong>of</strong> that and a proper explanation would take a long time.<br />

More importantly, <strong>the</strong>re is a better solution for <strong>the</strong> problem, <strong>which</strong> is that we get close to <strong>the</strong><br />

people, perhaps appointing residents <strong>of</strong> <strong>the</strong> region <strong>which</strong> we control to manage some <strong>of</strong> <strong>the</strong><br />

jobs with salaries and wages while our men work alongside <strong>the</strong>m without remuneration. We<br />

must set examples <strong>of</strong> patience, renunciation, abandonment, and sacrifice and examples <strong>of</strong><br />

justice and fair treatment for <strong>the</strong> oppressed. Oppressed people in our societies are <strong>the</strong><br />

majority. Let us convene meetings for repudiating <strong>the</strong> previous inequities, to such an extent<br />

that when an oppressed person brings evidence, we secure his rights for him or we arbitrate<br />

between him and <strong>the</strong> one who oppressed him. We prefer him to be forgiving when he is<br />

capable <strong>of</strong> choosing to have justice. We unite <strong>the</strong> people and defend <strong>the</strong> weak and <strong>the</strong><br />

oppressed, who are <strong>the</strong> majority. We say to <strong>the</strong>m, "Our spirits are sacrifices for you because<br />

you are <strong>the</strong> Umma <strong>of</strong> Muhammad (peace and blessings be upon him). We humble ourselves<br />

to mankind with power and justice. Of course, we <strong>will</strong> face horrors and difficulties <strong>which</strong><br />

<strong>the</strong> enemies and hypocrites have caused; however, in this atmosphere you <strong>will</strong> see wondrous<br />

things. When <strong>the</strong> wind <strong>of</strong> faith blows, it brings wondrous things. When <strong>the</strong> people behold<br />

<strong>the</strong> great acts <strong>of</strong> courage, certitude, virtue, and trustworthiness and <strong>the</strong> spirit <strong>of</strong> volunteering,<br />

acquiescence, and humility is demonstrated, along with greatness <strong>of</strong> soul, l<strong>of</strong>tiness <strong>of</strong> vision,<br />

and high-mindedness, all <strong>of</strong> <strong>the</strong> horrors <strong>which</strong> accompany <strong>the</strong>se things <strong>will</strong> be deemed as<br />

nothing in <strong>the</strong>ir eyes. By God! You <strong>will</strong> see youth and men from neighboring and remote<br />

regions coming to groups <strong>of</strong> mujahids in troops for bay`a, repentance, and more.<br />
