1. Legal provisions<br />

Village land use zoning and land management planning has been completed in Bouammi village<br />

by DAFO and DLMA in October 2010. Communal Land Registration can therefore be undertaken<br />

in accordance with Article 15 of Decree No.88/PM, June 2008.<br />

Ministerial Instruction 564/NLMA, August 2007 provides reference for the issue of a Community<br />

Land Title (Bai Ta Din Luam Moo) in rural villages. Collective land means: “land<br />

belonging to co-operatives, collective organisations, village lands collectively used by<br />

groups of people or ethnic groups in a village”. Collective lands include village use<br />

forest (pa som sai khong ban).<br />

Instructions on the use of new formats for land titles and registration books are provided<br />

in Instruction No. 1668/NLMA.CAB, of 29th April 2008.<br />

3. Land use regulations<br />

Several regulations are associated with this plot. The people in the village have equal<br />

rights and obligations in the management and use of the forest based on the real situation<br />

of each family, and all villagers must participate in sustainable forest management,<br />

as described below:<br />

a. Cutting of prohibited and managed tree species as stipulated by the Government<br />

is prohibited.<br />

b. Villagers are permitted to collect NTFPs, such as vegetables, bamboo<br />

shoots, bamboo and firewood in the village use and management forest, for<br />

their daily domestic use. People from other villages wishing to collect<br />

NTFPs must seek approval from the Land and Forest Management Committee.<br />

c. Villagers who need wood for house construction must submit a request to<br />

the Village Authority. The Village Head will approve the request and seek<br />

authorization from DAFO.<br />

d. Burning of forest along streams, regenerated forest and grasslands is not<br />

permitted in order to avoid forest fires.<br />

e. Slashing and burning of forests by individuals or families without prior<br />

permission from the Village Land and Forest Management or Village Authority<br />

is not permitted. A fine will be imposed on offenders in accordance<br />

with the laws and regulations.<br />

4. Parcel boundary description<br />

Starting from the foot of Kiopheung Mountain, down along its crest to the source of the<br />

Ngeuaklaid Stream, then, down along the Ngeuaklaid Stream to the Namxeaung River, and<br />

up along the Namxeuang River to the source of the Somphoung Stream, straight across the<br />

road, then along the road up to the Vang Ngarre River straight to back to the Namxeuang<br />

River, across the Namxeuang River and along the Somphoung Stream up to the boundary of<br />

the protection forest zone.<br />
