Inspections
The inspections programmed in inland navigation
for the 1st half of 2009, according to
the Annual Inspection Plan – PAF, sought to
assess the provision of inland transport services
in longitudinal (cargo, passenger, and mixed)
and transverse routes (crossings), as well as the
regularization of companies, based on the legal
framework and rules in force, ensuring the provision
of appropriate services and curbing malpractice.
Depending on the different types of services,
the purposes were:
1. Longitudinal cargo transport – intensive
actions to promote the settlement of operators
still not in compliance with Resolution 356/2004
and curb the illegal provision of serviced, especially
on routes that include operators already
authorized by ANTAQ;
2. Crossing transport – registration of operators
not covered by the PAF-2008 and intensive,
educational actions to promote the regularization
of service providers according to the provisions of
Resolution 1,274/2009; and
3. Longitudinal passenger and mixed transport
in the Amazon Basin – intensive actions to
promote the regularization of service providers,
according to Resolution 912/2007, curbing the
irregular provision of services, especially on lines
with operators already authorized by ANTAQ.
To achieve the goals and purposes of the PAF,
the inspection procedures were performed as
follows:
4. Prevention/Correction – inspection activities
alongside service providers with appropriate authorization
to the specific rules of ANTAQ to monitor
compliance, primarily taking into account
technical and operational aspects;
5. Education – inspection actions alongside
service providers not authorized or with authorizations
not appropriate to the new rules of AN-
TAQ;
6. Restraint – inspection actions to restrain
the provision of services without authorization
by ANTAQ, following, in each case, the guidance
of the Inland Navigation Superintendence – SNI.
From July 2008 to June 2009, ANTAQ supervised,
through the Inland Navigation Superintendence,
SNI, 218 companies, comprising 82
crossing transport companies, 72 longitudinal
passenger and mixed route companies, and 64
cargo companies, distributed into 266 inspection
procedures, with 204 PAF inspections and 62 extraordinary
inspections, namely:
