Port environmental planning The Development and Zoning Plan – PDZ is the instrument of organization and growth of port activities. It is a planning tool of the activities, in which the current and future cargoes are arranged in order to achieve better efficiency while transported. However, this instrument has still not achieved it due to the lack of proper tools for this purpose. Port activities are primarily carried out within areas defined by presidential decree. There is no restriction for that area (polygon) to be amended whenever the relevant authority requires it. However, there is not much flexibility in this process, as its expansion is subject to its surroundings. Many urban ports are limited in space by the cities where they are located, leaving them solely with the area now available. Within the polygon, there is a set of natural resources that are exclusively available to the port authority. And these natural resources should be used so as to obtain the best possible environmental quality and mitigate impacts as much as possible, compensating what is necessary for environmental damages. The purpose of this planning instrument, from the environmental standpoint, for the decision to ANTAQ should incorporate environmental studies that subsidize strategies for deciding the form and amount of use of natural resources, as well as actions to improve the quality of the environment in its current status. These studies include: the study of port activity and its relation to the surroundings of the organized port with respect to ecosocial-economic aspects; assessment of the quality of natural resources within the polygon, and characterization of the main elements of fauna and flora within the port polygon with the identification of possible situations of protection.
