General Grants Plan
The General Grants Plan (PGO) has identified
19 areas, divided into 45 smaller
areas along the Brazilian coast, which
are priorities for the installation of public ports
or areas targeted at cargo terminals. Prepared
by ANTAQ, in partnership with the Center for
Excellence in Transportation Engineering (Centran),
the study meets the provisions of Decree
6,620 of October 29, 2008.
The process of identifying these areas was
based on three main points. The first point is
to identify the volumes of major current and
projected cargoes to be flown in each vector
logistics. The second point refers to the indication
of minimum depths according to cargoes
expected in charts, on the coast relating
to each logistics vector and in the Amazon
basin.
The third point, in turn, is based on the establishment
of planned or implemented highway,
railway, and waterway networks that
serve or are close to areas suitable for the installation
of public ports and regions targeted
at private terminals.
On April 8, 2009, the director-general of
ANTAQ, Fernando Fialho, presented the plan
to the chief minister of the Special Secretariat
of Ports (SEP), Pedro Brito, at the Agency’s
headquarters in Brasilia during a business
meeting attended by officials and corporate
representatives connected to the port sector.
According to the director-general, the PGO
will guide decisions for public and private investment
in the port infrastructure. According
to Fialho, the plan, alongside the National
Plan of Logistics and Transport (PNLT), represents
the resumption of strategic planning
in Brazil.
The PGO allows public and private investors
to have an integrated view of the port
system and other models, based on load flow
scenarios that consider current scenarios and
projections to 2023. In addition, the plan may
be revised every two years.
