IBAS
On July 14 and 15, 2009, ANTAQ participated,
at the Ministry of Foreign Affairs in Rio de
Janeiro, in the meeting of the Working Group of
Transport (maritime segment) of the IBAS Dialogue
Forum. The forum provides for the cooperation
between India, Brazil and South Africa on
16 sectors including transport (air and sea).
During the meeting, information was exchanged
among the delegations of the three
countries about the possibilities for cooperation in
eight projects related to maritime transport:
l Cooperation among organizations and maritime
shipping companies;
l Cooperation among maritime education and
human resources training institutions;
l Exchange of data and information on trade
flows at ports;
l Cooperation among maritime administrations
on the regulatory functions of the sector;
l Cooperation among private companies of the
construction and ship repair sector;
l Cooperation in port development and port operation
technology;
l Cooperation in regional cargo concentration
maritime port development (hubs);
l Cooperation in ballast water management
techniques.
The action plan follows the trilateral agreement
on maritime transport and other topics related to
the sector, signed by the three countries on September
13, 2006, in the Brasilia Declaration. The
declaration was signed on June 6, 2003 and
created the IBAS Dialogue Forum.
IMO
The International Maritime Organization –
IMO is the agency of the United Nations (UN)
aiming at fostering, among governments, cooperation
on the regulatory and governmental procedures
related to technical matters of all kinds
affecting international commercial shipping.
In the year 2009, in addition to the preparatory
meetings of the IMO, involving subjects related
to waterway transportation in Brazil, ANTAQ
participated in two sessions in London: the 35th
Session of the Facilitation Committee (FAL) and
the 102nd Council Meeting – IMO.
The meeting of the FAL addressed the revision
of the Convention on Facilitation of International
Maritime Traffic and the establishment of measures
for its implementation by Member States
and the adoption of electronic means to simplify
and streamline the release of ships at ports.
The Council Meeting, the executive organ of
IMO, responsible for supervising the work of the
Organization, addressed, among other administrative
topics, piracy and armed robbery against
ships, particularly on account of acts occurred off
the coast of Somalia, the Gulf of Aden, and certain
areas of the Red Sea.
