Structure of the Local Agenda
Based on the structure of the National
Agenda and the experience gained in its
implementation, the development of a responsive
proposal is proposed, with reading
and language accessible to non-specialists, presented
in a clear way, with goals, actions and
programs aligned with the local demands. Thus,
its structure should include the following steps:
Characterization of the port and its activity
1. Information on the location of the port
site, its dimensions, the transport system, and
characterization of its surroundings;
2. Information on its institutional status;
3. Outline of the Development and Zoning
Plan (ZEE, Master Plans, Basin Plans, Orla Project,
etc.);
4. Survey of facility’s conditions in the face
of port management, informing legal requests
already met and gaps identified. Data on license
documents and possible disputes and legal
holdovers regarding the environment and
other stakeholders;
5. Survey of programs and action plans
relevant to environmental management, pointing
out measures to control pollution and accidents
committed, their daily activities and simulation,
identifying sectors, stakeholders,
obligations and responsibilities of each stakeholder
listed; and
6. information on the structure of the Sector
of Environmental Management and Occupational
Health and Safety at Work (OHS), as
required by Administrative Rule 104 of April
298, 2009, of the Special Secretariat of Ports.
Environmental diagnosis:
1. Characterization of the port environment,
with information on the environment, notably on
the hydrodynamics, the main ecosystems and
the positive and negative influences on the
Ecosystem(s);
2. Identification of existing environmental liabilities
and their causes;
3. Identification of current environmental
problems, relating the types and locations of
major sources of pollution in the port and its
area of influence, aiming at informing the indicators
of their existence;
4. Presentation of the history of environmental
accidents occurring on the port premises in
recent decades, indicating causes and magnitude
of damage; and
5. Presentation of the list of harmful or dangerous
substances handled at the port area,
indicating handling amounts and frequencies.
Identification of locations and conditions of storage
of such products and areas of transit at the
port, plus specification of protection mechanisms
adopted in their handling.
