linkages between senior FRELIMO officials (including<br />

ministers), and drug traffickers and m<strong>on</strong>ey launderers.<br />

He further noted government manipulati<strong>on</strong> of important<br />

figures in an effort to aid in m<strong>on</strong>ey laundering operati<strong>on</strong>s.<br />

According to Camal, the President engaged in a more<br />

‘benign’ kind of corrupti<strong>on</strong> that did not directly hurt the<br />

poor, but instead aimed to insure his own ec<strong>on</strong>omic<br />

prosperity and influence. 147<br />

FRELIMO’s ability to finance itself through a blend of<br />

legitimate and funds of questi<strong>on</strong>able origin has created a<br />

cycle of elite dominance at the exclusi<strong>on</strong> of lesser-financed<br />

or less influential parties, thus shrinking already narrow<br />

political space. Not <strong>on</strong>ly is FRELIMO dominance str<strong>on</strong>g,<br />

but the oppositi<strong>on</strong> has remained weak. The relatively new<br />

oppositi<strong>on</strong> voice – the MDM – may offer a substantial<br />

chance at reform in the country and offer an alternative set<br />

of policies to address the needs of the general populati<strong>on</strong>.<br />

Above all, the emergence of a str<strong>on</strong>g oppositi<strong>on</strong> may also<br />

force the ruling party to adapt its policies, particularly visà-vis<br />

corrupti<strong>on</strong>, organized crime, overall citizen security,<br />

and provisi<strong>on</strong> of basic services as a means to maintain<br />

favor and legitimacy, and above all, win votes.148 As<br />

FRELIMO moves to expand and c<strong>on</strong>solidate its base, it will<br />

increasingly need to dem<strong>on</strong>strate results in these areas.<br />

Even though the recently established GCCC has been<br />

staffed with competent magistrates and investigators,<br />

it lacks prosecutorial powers. This is a significant<br />

shortcoming in resp<strong>on</strong>ding to organized crime. Baltazar<br />

Fael, a researcher from the Centre for Public Integrity (CPI)<br />

finds this situati<strong>on</strong> incomprehensible. 151 Currently, after<br />

the investigati<strong>on</strong> is c<strong>on</strong>ducted and the case is ready for<br />

court, the GCCC is required to hand the case over to the<br />

Attorney-General’s office for prosecuti<strong>on</strong>. If the latter does<br />

not have the expertise or interest to take the case further,<br />

the success of the prosecuti<strong>on</strong> could be compromised. In<br />

any event, the recommendati<strong>on</strong> of the GCCC to prosecute<br />

does not bind the Attorney-General’s office. The latter is a<br />

source of much frustrati<strong>on</strong> for the GCCC officers, not least<br />

because it compromises the success of prosecuti<strong>on</strong>. 152<br />

importance of minimizing grand corrupti<strong>on</strong> as a way of<br />

combating organized crime. Some progress has been<br />

made in establishing the mechanisms necessary to tackle<br />

corrupti<strong>on</strong>. Milest<strong>on</strong>es include the creati<strong>on</strong> of the Anti-<br />

Corrupti<strong>on</strong> Unit (ACU) in 2003, the approval of the Anti-<br />

Corrupti<strong>on</strong> Law in 2004, the upgrading of the ACU to a<br />

Central Office to Combat Corrupti<strong>on</strong> (GCCC) in 2005, the<br />

adopti<strong>on</strong> of an anti-corrupti<strong>on</strong> strategy in 2006 and of<br />

the anti-corrupti<strong>on</strong> forum in 2007. 149 More recently, in<br />

2012, the government proposed a package of measures to<br />

combat public sector corrupti<strong>on</strong>. These include provisi<strong>on</strong>s<br />

to prevent and expose c<strong>on</strong>flicts of interest in the public<br />

service and to declare assets. 150<br />
