failing to “(…) make efforts to identify trafficking victims,<br />
allocate adequate financial or human resources to provide<br />
protective services to victims, or educate the populati<strong>on</strong><br />
about the dangers of trafficking.” 160 Furthermore, in 2011<br />
the courts c<strong>on</strong>victed no trafficking offenders, and fewer<br />
suspects were charged with trafficking crimes compared<br />
with the previous year. 161<br />
Trafficking of SALW does not appear to remain a large<br />
issue within Sierra Le<strong>on</strong>e. The country figures into the<br />
regi<strong>on</strong>al arms trafficking c<strong>on</strong>text as a former combat z<strong>on</strong>e<br />
whose ‘legacy weap<strong>on</strong>s,’ especially ammuniti<strong>on</strong>, c<strong>on</strong>tinue<br />
to surface a decade <strong>on</strong>wards. 162 In August 2012, the Sierra<br />
Le<strong>on</strong>e legislature passed the Arms and Ammuniti<strong>on</strong> Bill<br />
legalizing gun ownership for the first time since the end<br />
of the civil war, while aiming to comply with commitments<br />
under Ec<strong>on</strong>omic Community of West African States<br />
c<strong>on</strong>venti<strong>on</strong>s to regulate the use of small arms. 163 Of c<strong>on</strong>cern<br />
however is a 012 incident regarding the purchase by the<br />
government of heavy weap<strong>on</strong>ry, apparently from a former<br />
diam<strong>on</strong>d dealer, to equip a recently enlarged paramilitary<br />
wing of the police loyal to the President’s party. 164 The<br />
government finally backtracked and committed to<br />
handing over the weap<strong>on</strong>ry to the armed forces. 165<br />

III. Resp<strong>on</strong>ding to Organized Crime in<br />
Sierra Le<strong>on</strong>e<br />
The Government Resp<strong>on</strong>se<br />
Over the years, Sierra Le<strong>on</strong>e has taken various steps to<br />
tackle the multi-faceted problems posed by organized<br />
crime. The country is a signatory to the UN C<strong>on</strong>venti<strong>on</strong><br />
Against Transnati<strong>on</strong>al Organized Crime, the Protocol<br />
Against Trafficking in Human Beings, and the Protocol<br />
Against Trafficking in Firearms. Three acts of Parliament<br />
dealing with specific aspects have been enacted: the Anti-<br />
Human Trafficking Act (2004), the Anti-M<strong>on</strong>ey Laundering<br />
Act (2005) with the corresp<strong>on</strong>ding establishment of the<br />
Financial Intelligence Unit (FIU) located in the Bank of<br />
Sierra Le<strong>on</strong>e, and the Anti-Drugs Act (2008). An Inter-<br />
Ministerial Committee <strong>on</strong> Human Trafficking and its<br />
implementing arm – the Task Force for Human Trafficking<br />
– have also been established. 166<br />
In order to fight smuggling, the Nati<strong>on</strong>al Revenue<br />
Authority (NRA) has a Preventive Services and Special<br />
Duties Department at its dispositi<strong>on</strong>, although it is<br />
viewed as having been largely ineffective to date. 167 It is<br />
however, about to be organized with the aim of improving<br />
its performance. In additi<strong>on</strong>, the Nati<strong>on</strong>al Security and<br />
Central Intelligence Act (2002) established the Office<br />
of Nati<strong>on</strong>al Security and the Central Intelligence and<br />
Security Unit (CISU). The ONS Department of Serious<br />
Organized Crime Coordinating Group is mandated to<br />
assist in the coordinati<strong>on</strong> of all aspects of organized crime.<br />
In additi<strong>on</strong>, in its Sec<strong>on</strong>d Poverty Reducti<strong>on</strong> Strategy, the<br />
government called for str<strong>on</strong>ger “partnerships between<br />
already established security sector instituti<strong>on</strong>s and MDAs<br />
[Ministries, Departments, and Agencies] to prevent<br />
and combat transnati<strong>on</strong>al organized crimes such as<br />
internati<strong>on</strong>al terrorism, smuggling, m<strong>on</strong>ey laundering,<br />
mercenaries and dissidents, drugs and human/child<br />
trafficking, and proliferati<strong>on</strong> of Small Arms and Light<br />
Weap<strong>on</strong>s (SALW).” 168<br />
