The UN’s peacebuilding efforts have been particularly<br />
c<strong>on</strong>cerned about the impact of organized crime <strong>on</strong><br />
peacebuilding efforts and progress in Sierra Le<strong>on</strong>e and<br />
the broader regi<strong>on</strong>. 205 Meanwhile, the 2012 Draft Sec<strong>on</strong>d<br />
Review of the Outcome of the High-Level Special Sessi<strong>on</strong><br />
of the Peacebuilding Commissi<strong>on</strong> (PBC) <strong>on</strong> Sierra Le<strong>on</strong>e<br />
stressed that the focus of the PBC in Sierra Le<strong>on</strong>e will<br />
remain <strong>on</strong> “good governance and the rule of law, illicit drug<br />
trafficking and youth employment (…)” 206 The report also<br />
recommended that the internati<strong>on</strong>al community c<strong>on</strong>tinue<br />
to focus <strong>on</strong> organized crime by “support[ing] further subregi<strong>on</strong>al<br />
cooperati<strong>on</strong> in combating illicit drug trafficking,<br />
especially through the Ec<strong>on</strong>omic Community of West<br />
African States (ECOWAS) and the Mano River Uni<strong>on</strong>, and<br />
provide the Transnati<strong>on</strong>al Organized Crime Unit (TOCU)<br />
with the financial and technical assistance necessary to<br />
expand its capacity.” 207 Regarding corrupti<strong>on</strong>, the PBC<br />
requested that the internati<strong>on</strong>al community provide<br />
c<strong>on</strong>tinued support for instituti<strong>on</strong>alizing and decentralizing<br />
the Anti-Corrupti<strong>on</strong> Commissi<strong>on</strong>.” 208 With the UN Security<br />
Council requesting UNIPSIL to submit plans for a drawdown<br />
and exit strategy for its operati<strong>on</strong>s in Sierra Le<strong>on</strong>e, 209<br />
it is unclear how these efforts will be m<strong>on</strong>itored and<br />
implemented <strong>on</strong>ce the missi<strong>on</strong> has withdrawn, although<br />
a much more c<strong>on</strong>certed and strengthened regi<strong>on</strong>al effort<br />
will certainly be required.<br />
To date, a number of attempts have been made to<br />
increase the effectiveness and coordinati<strong>on</strong> of counternarcotics<br />
efforts in particular – with mixed results. In<br />
2008, the government established the Nati<strong>on</strong>al Drug Law<br />
Enforcement Agency (NDLEA). Yet the agency is severely<br />
c<strong>on</strong>strained – almost to the point of n<strong>on</strong>-existence – by<br />
the high-level special sessi<strong>on</strong> of the Peacebuilding Commissi<strong>on</strong> <strong>on</strong> Sierra Le<strong>on</strong>e, PBC/6/SLE/L.1,<br />
August, 3.<br />
205. A report of the UN’s Peacebuilding Support Office (PBSO) <strong>on</strong> drug trafficking in West Africa<br />
recommended that the UN Peacebuilding Commissi<strong>on</strong>’s West Africa C<strong>on</strong>figurati<strong>on</strong> strengthen<br />
its ties to ECOWAS in regards to matters of transnati<strong>on</strong>al organized crime; establish a “working<br />
partnership with WACI; lend political support and help mobilize resources; help build capacity;<br />
ensure security sector reforms are in line with efforts to combat transnati<strong>on</strong>al organized crime;<br />
and advocate for a regi<strong>on</strong>al prosecuti<strong>on</strong> mechanism to build cross-border criminal cases. The<br />
report further suggests the PBC encourage acti<strong>on</strong> <strong>on</strong> these issues from member countries,<br />
c<strong>on</strong>tinued investment from d<strong>on</strong>ors and c<strong>on</strong>tinued research and analysis by UNODC and others<br />
<strong>on</strong> PBC country c<strong>on</strong>diti<strong>on</strong>s.<br />

extremely limited staff and resources. 210 The Joint Drug<br />
Interdicti<strong>on</strong> Task Force (JDITF), established in 2009, faced<br />
similar challenges. It has since been superseded by an<br />
inter-agency TOCU established within the framework<br />
of the West Africa Coast Initiative (WACI), 211 which is<br />
resp<strong>on</strong>sible for the majority of counter-measures. 212<br />
UNIPSIL, UNODC, and other external actors such as the US<br />
Africa Command (AFRICOM) c<strong>on</strong>tinue to provide support<br />
to the Sierra Le<strong>on</strong>e TOCU.<br />
The TOCU is reported to have made initial progress<br />
in investigating transnati<strong>on</strong>al crime. Thus far it has<br />
investigated some 113 cases involving drug, human and<br />
arms trafficking, and financial crimes. A total of 68 drugrelated<br />
cases, three cases of financial crimes and <strong>on</strong>e case<br />
of human trafficking have been referred to the courts.<br />
“Some 112 suspects have been indicted and 8 c<strong>on</strong>victi<strong>on</strong>s<br />
secured […].” 213 The TOCU has also helped shed light<br />
<strong>on</strong> several new techniques and patterns of c<strong>on</strong>cealing<br />
drugs. 214 N<strong>on</strong>etheless, the TOCU, like other Sierra Le<strong>on</strong>ean<br />
security instituti<strong>on</strong>s, is hampered by limited operati<strong>on</strong>al<br />
sophisticati<strong>on</strong> and lack of specialized pers<strong>on</strong>nel. Basic<br />
equipment such as scanners, forensic laboratories, and<br />
detectors remain scarce. 215 These c<strong>on</strong>straints could<br />
potentially turn the TOCU into a “mere skelet<strong>on</strong> agency.” 216<br />
The UN is requesting that internati<strong>on</strong>al d<strong>on</strong>ors release<br />
more funds, citing the need to build a headquarters for the<br />
Unit and to support a maritime interdicti<strong>on</strong> squad, RSLAF<br />
Maritime Wing. 217 In its September 2012 Resoluti<strong>on</strong>, the<br />
Security Council called <strong>on</strong> the government to strengthen<br />
the TOCU “including by addressing c<strong>on</strong>cerns about<br />
its sustainability and to strengthen coordinati<strong>on</strong> with<br />

212. The Sierra Le<strong>on</strong>e TOCU is the operati<strong>on</strong>al outcome of joint commitments by UNODC, DPA,<br />
UNOWA, DPKO and INTERPOL and stems from the ECOWAS Political Declarati<strong>on</strong> and Regi<strong>on</strong>al<br />
Acti<strong>on</strong> Plan. It operates as a domestic crime-fighting agency with internati<strong>on</strong>al assistance. The five<br />
main objectives of the TCU are intelligence, coordinati<strong>on</strong>, surveillance, investigati<strong>on</strong>, and Interpol<br />
liais<strong>on</strong>. Guinea-Bissau, Liberia, Ghana and the Ivory Coast have formed similar units to implement<br />
the ECOWAS Regi<strong>on</strong>al Acti<strong>on</strong> Plan <strong>on</strong> drug trafficking, organized crime and drug abuse.<br />
