Introducti<strong>on</strong><br />

Emerging from a decade-l<strong>on</strong>g civil war, Sierra Le<strong>on</strong>e is<br />

witnessing many of the dividends of <strong>on</strong>going stability<br />

within the country and the robust internati<strong>on</strong>al resp<strong>on</strong>se<br />

to peacebuilding in the country. Indeed, today Sierra Le<strong>on</strong>e<br />

serves as a hopeful example of post-c<strong>on</strong>flict recovery.<br />

While the country has experienced violence since 2002,<br />

the general preference has been to resolve moments of<br />

heightened political tensi<strong>on</strong> through peaceful means.<br />

Prior to the 2012 general electi<strong>on</strong>, clashes erupted again<br />

between supporters of the Sierra Le<strong>on</strong>e Peoples Party<br />

(SLPP) and the ruling All People’s C<strong>on</strong>gress Party (APC),<br />

particularly youth groups associated with the parties. 2<br />

However, these clashes gradually dissipated and the<br />

electi<strong>on</strong>s took place without major disturbances. Ahead<br />

of the electi<strong>on</strong>s, the United Nati<strong>on</strong>s Security Council lifted<br />

its last remaining sancti<strong>on</strong>s, acknowledging the country’s<br />

ability to take c<strong>on</strong>trol of its territory and reintegrate former<br />

combatants. 3<br />

Sierra Le<strong>on</strong>e’s development trajectory also inspires<br />

optimism. In recent years, the small West African country<br />

has experienced robust growth rates of between five to<br />

six percent per annum. Oil has been discovered off its<br />

southern coast. 4 The government has started to rebuild<br />

its mining infrastructure in order to tap vast mineral<br />

commodities, including ir<strong>on</strong> ore, rutile, bauxite – and<br />

diam<strong>on</strong>ds. The government has also made significant<br />

efforts to increase the income and food security of farming<br />

households. No less important, the human rights situati<strong>on</strong><br />

is slowly improving and nati<strong>on</strong>al rec<strong>on</strong>ciliati<strong>on</strong> initiatives<br />

are producing results. Moreover, Sierra Le<strong>on</strong>e – a country<br />

that has survived some thirteen military coups, twenty<br />

years of <strong>on</strong>e-party rule, eleven years of brutal civil war, the<br />

virtual collapse of the state and its instituti<strong>on</strong>s, an almost<br />

complete loss of territorial c<strong>on</strong>trol, the displacement of<br />

50 percent of its populati<strong>on</strong> and a youth that <strong>on</strong>ly knew<br />

violence and drugs – stands as an important example of<br />

a state that turned from a prime candidate for becoming<br />

a major narco-state al<strong>on</strong>g the cocaine route in West Africa<br />

to a relatively stable and peaceful country in which the<br />

internati<strong>on</strong>al drug trade and organized crime now play a<br />

limited role. 5<br />

Notwithstanding these achievements, Sierra Le<strong>on</strong>e<br />

c<strong>on</strong>tinues to face many challenges. Decades of political<br />

decay left the country in ruins. The war severely<br />

undermined the state’s capacity (and willingness) to deliver<br />

basic public goods. Entrenched patterns of corrupti<strong>on</strong><br />

and patr<strong>on</strong>age affect both formal and traditi<strong>on</strong>al forms of<br />

governance. Public instituti<strong>on</strong>s c<strong>on</strong>tinue to struggle with<br />

insufficient human and financial resources. 6 The gross<br />

nati<strong>on</strong>al income stands at US$ 340 per capita; almost<br />

four times lower than the GNI average for Sub-Saharan<br />

Africa. 7 While the government is courting private foreign<br />

investors, its record of building sustainable livelihoods<br />

remains challenging. High rates of youth unemployment<br />

and social marginalizati<strong>on</strong> are particularly alarming, given<br />

that roughly 42 percent of the populati<strong>on</strong> is under 14 years<br />

of age. 8<br />

In additi<strong>on</strong>, organized criminal activity in the country<br />

and the broader regi<strong>on</strong> (linked often but not always<br />

to global networks of organized crime) has at times<br />

undermined efforts aimed at strengthening governance<br />

and development. The extent of public sector corrupti<strong>on</strong><br />

in the country is of particular c<strong>on</strong>cern, not least because<br />

as evidenced in different instances within Sierra Le<strong>on</strong>e<br />

and in countries across the regi<strong>on</strong>, it can nurture and<br />

even encourage and embolden organized crime. In many<br />

circumstances links between public sector corrupti<strong>on</strong> and<br />

organized criminal activity are developed <strong>on</strong> the back<br />

of existing illicit networks. In Sierra Le<strong>on</strong>e, corrupti<strong>on</strong><br />

and the use of political positi<strong>on</strong> for pers<strong>on</strong>al gain stems<br />

back to the 1970s and 1980s during the <strong>on</strong>e party rule of<br />

President Siaka Stevens, when government officials at all<br />

levels colluded regularly with businessmen to profit from<br />
