commitments made regarding organized crime and<br />

illicit trafficking, particularly in terms of developing<br />

a bipartisan approach to developing policies and<br />

programs aimed at resp<strong>on</strong>ding to drug trafficking<br />

and c<strong>on</strong>sumpti<strong>on</strong>. In particular, such a platform could<br />

be used to study the impact of current zero-tolerance<br />

interdicti<strong>on</strong> and eradicati<strong>on</strong> efforts, the scope and<br />

nature of drug dependency and the availability of<br />

treatment, and develop informed policy positi<strong>on</strong>s and<br />

decisi<strong>on</strong>s, focusing more <strong>on</strong> deterrence and preventi<strong>on</strong><br />

than full-scale interdicti<strong>on</strong> and resp<strong>on</strong>ding to the needs<br />

and realities of Sierra Le<strong>on</strong>e. D<strong>on</strong>ors could provide<br />

support through commissi<strong>on</strong>ing of papers, hearings at<br />

the nati<strong>on</strong>al level, and interacti<strong>on</strong>s with experts and/or<br />

political parties in other countries in the sub-regi<strong>on</strong>.<br />

• Internati<strong>on</strong>al actors could also support efforts aimed<br />

at bolstering the resilience of political instituti<strong>on</strong>s<br />

vis-à-vis organized crime, including through the<br />

implementati<strong>on</strong> Article 13 of the Praia Declarati<strong>on</strong> <strong>on</strong><br />

Electi<strong>on</strong>s and Stability in West Africa w<str<strong>on</strong>g>here</str<strong>on</strong>g>by political<br />

parties would commit to protecting the political<br />

process and their instituti<strong>on</strong>s from criminal funding<br />

as well as other commitments in the UN C<strong>on</strong>venti<strong>on</strong><br />

Against Corrupti<strong>on</strong>. Similar support could be provided<br />

to the Electoral Management Body in Sierra Le<strong>on</strong>e and<br />

other core governance instituti<strong>on</strong>s.<br />

• D<strong>on</strong>ors can also help build the capacity of civil society<br />

groups to m<strong>on</strong>itor effective implementati<strong>on</strong> of asset<br />

disclosure, access to informati<strong>on</strong>, political party funding<br />

and campaign financing laws, and build the capacity<br />

of citizens to hold their representatives, government<br />

officials and instituti<strong>on</strong>s to account for failure to comply<br />

with their obligati<strong>on</strong>s in this regard.<br />

Bolstering the Empirical Base for Policy<br />

Formulati<strong>on</strong><br />

• Despite UNODC’s useful threat assessments, in Sierra<br />

Le<strong>on</strong>e and across the sub-regi<strong>on</strong> t<str<strong>on</strong>g>here</str<strong>on</strong>g> is still a huge<br />

dearth of publicly available informati<strong>on</strong> <strong>on</strong> the nature<br />

and impact of organized crime, which internati<strong>on</strong>al<br />

actors can help fill. Gaps include informati<strong>on</strong> <strong>on</strong><br />

organized crime- related legislati<strong>on</strong>; type and length<br />

of c<strong>on</strong>victi<strong>on</strong>s; number of officials (particularly high<br />

level) that have been implicated or c<strong>on</strong>victed for their<br />

involvement in organized criminal activity; and citizen<br />

percepti<strong>on</strong>s of different types of organized crime.<br />

• Regarding drug trafficking in particular, t<str<strong>on</strong>g>here</str<strong>on</strong>g> is limited<br />

informati<strong>on</strong> available regarding the number of people<br />

that have been arrested, are in pre-trial detenti<strong>on</strong>, have<br />

been c<strong>on</strong>victed, or even extradited <strong>on</strong> drug trafficking<br />

charges.<br />

• T<str<strong>on</strong>g>here</str<strong>on</strong>g> is even less baseline data available <strong>on</strong> the<br />

impact of drug trafficking, particularly <strong>on</strong> the reported<br />

increases in c<strong>on</strong>sumpti<strong>on</strong> of heroin, cocaine and<br />

methamphetamines. The absence of reliable and<br />

regularly updated data <strong>on</strong> c<strong>on</strong>sumpti<strong>on</strong> trends makes<br />

it difficult for governments to formulate policy and<br />

deliver specialized treatment to those who require it.<br />

The latter also undermines the principal of ownership,<br />

since the lack of empirical data and the capacity<br />

to collect, analyze and regularly update it pushes<br />

governments such as Sierra Le<strong>on</strong>e to c<strong>on</strong>stantly rely<br />

<strong>on</strong> external analysis and policies, even if incorrect or illsuited<br />

to resp<strong>on</strong>d to the issues at hand.<br />

Strengthening Criminal Justice and Law<br />

Enforcement Instituti<strong>on</strong>s<br />

• Again, d<strong>on</strong>ors could support more targeted discussi<strong>on</strong>s<br />

and debate <strong>on</strong> deterrence of high-level targets rather<br />

than blanket zero-tolerance approaches to illicit<br />

trafficking and organized crime. Shaping instituti<strong>on</strong>al<br />

and societal behavior regarding crime should be at<br />

the center of these efforts. This would require regular<br />

investment in citizen percepti<strong>on</strong>s of crime and criminal<br />

and corrupt behavior.<br />

• Significant effort should be placed <strong>on</strong> developing the<br />

capacity of specialized agencies, while simultaneously<br />

ensuring that effective mechanisms to protect these<br />

agencies from corrupti<strong>on</strong> and preventing operatives<br />

from going rogue are put in place. M<strong>on</strong>itoring progress<br />

of the DEA-supported vetted crime units in Ghana and<br />

Nigeria would be important in this regard.<br />
