3.3 Russia’s Compatriots Policy and its<br />
Consequences<br />
3.3.1 Russia’s Compatriots Policy<br />
Russia maintains its presence and influence in the Baltic states by the creation of<br />
Russia-friendly networks, to which it successfully outreaches through its<br />
Compatriots Policy. Moscow has succeeded in building a strong legacy on Soviet<br />
times and sentiments of common history among the Russian minority population<br />
in Estonia as well as promoting Russian language and culture. Russia’s activities<br />
achieve plausible results due to the significant number of Russians living in its<br />
near abroad. The Russian minority in Estonia comprises 25.2 per cent of the<br />
population, far exceeding other groups (see Table 2). None of the other groups<br />
exceeds 1 per cent. Moreover, many individuals who identify ethnically as<br />
Ukrainians or Belarusians also have strong identities as Russian speakers. These<br />
considerable numbers therefore open a window of opportunity for Russia to<br />
influence the internal status quo in Estonian society.<br />
