BYRON SHIRE COUNCIL ORDINARY MEETING 9 MAY 2013 (108) 13-78 Resolved: That the endorsement of the Local Traffic Committee be sought for the following: 5 10 a) that the existing accessible parking bay on the north side of Lawson Street, Byron Bay, immediately east of Jonson Street, be changed to a loading zone b) a new accessible parking bay be installed on the south side of Lawson Street, Byron Bay located immediately east of the first driveway found to the east of Jonson Street The location of each is depicted. Committee approval is recommended. If needed, and to assist the Committee further, a copy of the report tabled at the Access Advisory Committee (#E2012/14626) will be made available at the LTC meeting. 15 Committee Comments The Committee had no comments on this matter. Management Comments 20 The cost of the works are expected to be minimised to signs and some line marking and pavement patch (ie no more than $500) as the new accessible (disabled) bay and Loading Zone can utilise existing kerb ramps. 25 COMMITTEE RECOMMENDATION That Council endorse the Local Traffic Committee approval for the following: 30 a) that the existing accessible parking bay on the north side of Lawson Street, Byron Bay, immediately east of Jonson Street, be changed to a loading zone. b) a new accessible parking bay be installed on the south side of Lawson Street, Byron Bay located immediately east of the first driveway found to the east of Jonson Street. Proposed regulatory signage, Bayshore Drive, A & I Estate, Byron Bay File No: F161\02 #E2013/21610 5 The Committee reviewed the information provided in the Agenda, which is as follows. The Committee has previously received details on the approved ‘Bayshore village’ development application for LOT: 3, DP: 1004514 Bayshore Drive, Byron Bay. Council are now in receipt plans associated with the DA. While these plans will be made available at the meeting, it is noted that Committee approval is sought for the following as depicted, that is on Bayshore Drive: 1. immediately north of Sunrise Boulevard, the installation of a pedestrian refuge with Keep Left signage and associated works such as adjacent kerb ramps, line marking and kerbside No Stopping; and 2. between Ewingsdale Road and Grevillea Street a. the centre line be moved westward and replaced with a double barrier line; b. installation of two southbound traffic lanes dedicated for left and right turn movement at Ewingsdale Road; c. No Stopping along the east side kerb. 10 15 20 25 Committee Comments The Committee noted that the design plan provided shows incorrect No Stopping signage and needs to use RMS signs R5-400 as well as meet other requirements specified in the RMS technical direction TDT 2011/01a - Pedestrian Refuges The Committee also recommend that No Stopping occur on both west and east side kerbs between Ewingsdale Road and Grevillea Street due to lane width noting this will also require the relocation of the bus zone north of Grevillea Street which the local bus company supports Management Comments This work is for the developer to undertake and to be monitored by Council’s Development Engineer involved with the DA COMMITTEE RECOMMENDATION That in regard to the Bayshore Village development proposal of Lot 3, DP 1004514, and subject to the applicable Australian Standards and RMS technical direction being met (namely TDT 2011/01a - Pedestrian Refuges), Council approve the following upon Bayshore Drive, Byron Bay, that is: 1. immediately north of Sunrise Boulevard, the installation of a pedestrian refuge; and 2. between Ewingsdale Road and Grevillea Street; Ordinary Meeting Agenda 09/05/13
