That staff prepare a clear set of criteria/guidelines for the consideration of the Council which guide staff in determining which Development Applications are to be determined directly by the Council – such criteria to be considered and adopted by the Council prior to August 2013. 6. BYRON SHIRE COUNCIL ORDINARY MEETING 9 MAY 2013 (27) Report 5 10 At a recent informal meeting between Councillors and senior staff, Council’s current meeting schedule and the role of committees was discussed. In accordance with preferences stated at that meeting this report proposes moving to a three weekly cycle for Council meetings, the abolition of the Strategic Planning Committee in favour of regular Strategic Planning Workshops, and the abolition of the Planning Review Committee in favour of the development of clearer criteria for evaluating which planning matters are to be determined by the Council rather than by staff under delegated authority. This report also proposes that staff administrative support for Project Reference Groups (PRGs) be limited to the first three meetings of such groups as a means of encouraging PRGs to become more self reliant and stabilising Council’s administrative workload. Council Meetings 15 20 25 30 35 The proposal to change the Council meeting cycle to three weekly has arisen due to the current heavy and continuous administrative workload that the current system imposes on staff and Councillors. Currently staff are in a constant cycle of either preparing for or responding to these meetings and this is detracting from our ability to implement the many critical initiatives taken by the Council. Similarly Councillors have to wade through substantial Council business papers on a fortnightly basis and this provides little opportunity for them to consult with constituents and ensure well informed decision making. It is therefore suggested that Council consider a proposed revision to the schedule of Council meetings for 2013 and beyond. The proposed schedule would commence from 8 August 2013 (after the July recess) and work on the basis of holding an Ordinary Meeting every third Thursday. Council’s Code of Meeting Practice states, in part, that: “4.3 The scheduling of Ordinary meetings of Council may be changed by resolution of Council.” In future, should a three weekly cycle be adopted beyond 2013, the Code of Meeting Practice would require an amendment at part 4.1 which states: “4.1 Ordinary Meetings will be held: (a) on the second and fourth Thursdays of each of the months of February, April, June, August, October and December; 40 (b) on the second Thursday of each of the months of March, May, September and November."
