BYRON SHIRE COUNCIL ORDINARY MEETING 9 MAY 2013 (131) Report 5 10 15 20 On 10 April 2013 the Arakwal Memorandum of Understanding (MoU) Advisory Committee met to discuss the development of the MoU between the Bundjalung of Byron Bay, Arakwal People and Byron Shire Council, the residual transfer of land in the Sandhills Estate, Motor Vehicle Beach Access and other matters. Representatives of the Bundjalung of Byron Bay Arakwal people raised a discussion about the ongoing negotiations of the Native Title Determination Application NSD6020/01 Byron Bay Bundjalung People 3 (NC01/8). Arakwal representatives were concerned that Byron Shire Council was not currently a party to the Native Title determination application. In the interests of transparency and the goodwill of the partnership, Arakwal urged Council to follow up with the Native Title Tribunal regarding becoming a party to the Native Title Claim. Matters Arising from Other Business Proposed naming of Byron Bay Library Exhibition Space to Lone Goat Gallery The Arakwal MoU Advisory Committee were asked to consider the proposed renaming of the Byron Bay Library Exhibition Space to Lone Goat Gallery. The Arakwal representatives present provided the following feedback to the proposed naming: 25 Their understanding of the space was that it was to be open for community use. The name ‘Sheoaks’ room was suggested as an alternative as it reflects the environmental integrity and identity of the area. 30 35 40 NAIDOC Week 2013 The Arakwal MoU Advisory Committee discussed NAIDOC Week activities for 7- 14 2013. It was proposed that Council continue to host the flag raising ceremony on the Monday 8 July of NAIDOC week at Council Chambers in Mullumbimby followed by the official signing of the Memorandum of Understanding. Arakwal representative expressed concern at the process and cost involved with the street march held from Railway Park to Main Beach every year on the Thursday of NAIDOC Week as a part of the Arakwal Family Cultural Day. In 2012, the process changes and became unclear, cumbersome and has a cost associated which has not been planned for. Arakwal representatives request that this process be clarified and streamline to simplify this annual event and reflect Council’s commitment to supporting this important cultural event.
