BYRON SHIRE COUNCIL ORDINARY MEETING 9 MAY 2013 (118) As such the requested RMS review of the route, along with the input of the Committee, is sought to inform the separate report to Council. 5 Table 1: Summary - mass limits for single axles and axle groups (as copied from RMS Higher Mass Limits Fact Sheet) 10 15 20 25 30 35 Committee Comments Committee were advised that RMS and Council staff inspected the route prior to the meeting and detected no physical obstruction or asset of concern other than the general poor condition of the existing road pavement in some sections Moreover RMS advised this is not required to be a Committee matter nor is committee recommendation required, however as per the guidelines stated Committee advice can be sought which is as follows There are no traffic issues associated with the proposal which is akin to operating semi-trailers on the local road which can occur without additional approvals However the higher mass raises matters in terms of asset protection (eg road pavement) and is therefore solely a matter for Council to consider In this regard Council may wish to consider collecting a contribution for asset maintenance as done with quarry operations However it is also noted in comparison to semi-trailers the new HML vehicles offer less trucks per day, improve load distribution across axle groupings and are able to reduce the turning (screwing) impact of wheels upon pavement Management Comments It is recommended that as with quarry operations a tonnage rate apply Safety concerns also need to be addressed including but not limited to intersection sightlines at Pinegrove Road and the landfill entry/exit on The Manse Road, noting that the landfill exit is on a steep incline and obstructed by the crest on the western approach, meaning a slow moving, longer vehicle such as the HML proposed will potentially be across the path of oncoming traffic As such it also recommended Council seek an RMS speed review of the proposed route including a ball bank assessment to assist with improving advisory curve and speed signage and delineation works such as line marking, curve alignment markers (CAMs), etc Ordinary Meeting Agenda 09/05/13
BYRON SHIRE COUNCIL ORDINARY MEETING 9 MAY 2013 (119) COMMITTEE RECOMMENDATION 5 That Council note that the Local Traffic Committee has no objections to the proposal to use HML vehicles for the purposes of waste transfer from Council’s landfill facility at Myocum via The Manse Road, Myocum Road and Tyagarah Road. MANAGEMENT RECOMMENDATION 10 15 20 1. That Council note that the Local Traffic Committee has no objections to the proposal to use HML vehicles for the purposes of waste transfer from Council’s landfill facility at Myocum via The Manse Road, Myocum Road and Tyagarah Road. 2. That a unit rate of $0.10 per tonne per km apply to all tonnage carried by vehicles transferring waste from Myocum landfill via The Manse Road, Myocum Road and Tyagarah Road with funds being reserved for the maintenance of these roads. 3. That improvements to the Myocum Landfill and The Manse Road intersection, including sightlines, be investigated with options, costs and funding sources be reported back to Council. 4. Loading Zone, Byron Street, Bangalow File No: F161\02 #E2013/21610 The Committee reviewed the information provided in the Agenda, which is as follows. 35 On the 1 March 2012 Council resolved as follows. 12-97 Resolved: 40 1. That a 15-minute time limit be introduced within the existing Loading Zone as located on the south side of Byron Street, Bangalow and immediately west of Station Street. 2. That the request this same Loading Zone be relocated from Byron Street to Station Street, Bangalow be, like any others received, referred to the Bangalow car parking review. 45 However more recently Council has resolved to progress Byron Bay car parking, thus further deferring any review of Bangalow. As such this item is now brought to the Committee as a local trader seeks the relocation of the loading zone to the nearby Station Street, noting this location has received support by a delivery operator who made contact independently to the trader.
