BYRON SHIRE COUNCIL ORDINARY MEETING 9 MAY 2013 (4) Council’s Fees and Charges. Community Infrastructure provided similar and associated works for the 2012 event at a total cost of $3,030 (inc. GST). 5 10 15 20 A donation for assistance with traffic management utilising Council’s facilities and Development Application fees can be considered under Policy 4.15 Assistance to Festivals and Community Events, of which the objective is to “To provide appropriate levels of assistance to community organisations through the use of Council's works resources. “ Council will soon be advertising for applications for donations under the Assistance for Festivals and Community Functions Policy. Closing date for receipt of these applications will be end of June 2013. It is proposed that the allocation of these donations for assistance with holding community events for the 2013/14 financial year will be considered at a Council Meeting in August 2013. Council could resolve to provide in principle support to the application and then consider the amount of the donation after all requests for applications for a donation under the Assistance for Festivals and Community Functions Policy have been received and reported to Council in August 2013. Executive Manager responsible for task implementation: Executive Managers Community Infrastructure and Corporate Management Relationship to, priority of, and impact on other projects/tasks: 25 The provision of works from Community Infrastructure would have an impact on Council’s routine operation and exposes Council to potential risks and liability. Financial and Resource Implications: 30 35 In accordance with the draft 2013/2014 Budget the total allocation of moneys for a donation under Assistance for Festivals and Community Functions Policy (2341.16) is $7,000. Council resolved on 24 December 2012 to commit a maximum of $900 from this budget (2341.16) to assist with Council permit costs for the Mullumbimby Living Community Festival to be held in September 2013. It is proposed that any moneys remaining in this budget will be considered by Council at a meeting in August 2013 after all requests for assistance for 2013/14 have been received. 40 45 On the basis that in considering this request, along with any other similar requests for financial assistance for festivals, Council allocates an amount of $1,500 contribution from Section 356 donation allocation, then the organisers of the 2013 Byron Bay Writers Festival would be responsible for all other costs in excess of this amount. Legal and Policy Implications: The TCP is required to be endorsed by the Local Traffic Committee (LTC) which will require advertising in accordance with the Roads Act 1993. 50 55 This request to be considered under Policy 4.15 Assistance to Festivals and Community Events. This Policy is available to be viewed on Council’s Website at http://www.byron.nsw.gov.au/policies. As stated in the Policy, “Moneys will be allocated depending on the estimate of Council’s costs for the road closure, moneys donated to charity, size of community involvement and the distribution of events across the Shire.” Ordinary Meeting Agenda 09/05/13

North Coast Energy Forum – Lismore, 31 May 2013 #E2013/24970 5 I move that Council cover the registration and travel costs for the following Councillors to attend the North Coast Energy Forum to be held in Lismore on 31 May 2013: 10 Duncan Dey; Paul Spooner; Rose Wanchap. Signed: Cr Duncan Dey 15 20 25 30 Councillor’s Background Notes: An invitation was circulated to Councillors on 18 April and further information has been supplied since. The invitation describes the forum as addressing how we as a region “Grow our Own Sustainable Energy System”. Such descriptions fit neatly into some of the initiatives Council decided on 28 February to take, under Resolution 13-107. I understand there will be a session on “selling power” and that it will cover ideas such as local energy retailers. This is a match for Part 8 of Resolution 13-107 “that Council consider sustainable energy initiatives such as the development of a locally owned and operated electricity retailer, for ventures for example such as buying solar generated electricity from Durrumbul Hall and selling to Council”. Registration is $130, or $90 if made before 31 April. As we don’t meet till 9 May, I have encouraged the Councillors above to book and pay their own registration at the $90 rate (through Robyn on 0413 693 104). If Council on 9 May supports attendance, Councillors can recover the $90, plus travel, through their Claim Form. Recommended priority relative to other Delivery Plan tasks: 35 Low priority, low cost but time-restrained. Definition of the project/task: No task for staff other than normal processing of claims. 40 Source of Funds (if applicable): Councillors budget for Personal Development. This budget is nearing empty but still had sufficient funds for this small endeavour, when I last looked. 45 Management Comments Executive Manager Mark Arnold: (Management Comments must not include formatted recommendations – resolution 11-979) Clarification of project/task: 50 That, if resolved, Council reimburse Councillors registration and travel costs for their attendance at the North Coast Energy Forum.
