Elite Surf and Community Coaching Sub-licence Category

I move that Council amend the current policy - Commercial Activities on Coastal and Riparian
Crown Reserves, to include the following:
a) That Council recommends the inclusion of a new category, Elite Surf and Community
Coaching, to be included as a sub-licence category in tenders within Council’s Commercial
Activities on Coastal and Riparian Crown Reserves.
b) That details within the category be developed, using Ballina Council and other Council
equivalent policies and guidelines, along with appropriate Byron Shire considerations.
c) That a tender process be undertaken for a temporary licence for the duration of the current
tender period.
d) That Council create a mandatory, market based value on the required fee.
e) That these recommendations be forwarded to Cape Byron Marine Park and National Parks
and Wildlife Service for support and approval.

Councillor’s Background Notes:
Council currently issues sub-licences for commercial and personalised surf schools. This motion
seeks to recommend to Cape Byron Marine Park and Nation Parks and Wildlife Service the
introduction of a new sub-license category within Councils Commercial Activities on Coastal and
Riparian Crown Reserves Policy, to be called Elite Surf and Community Coaching and that the
number of licences issued under this category be one.
This category would cover the coaching of elite juniors, professionals and advanced surfers,
specialised rehabilitation/disabled surf coaching, surf fitness, personal training and coaching for the
public.
Definition of the project/task:
Recommend support and approval of a new category within Council’s Commercial Activities
and Riparian Crown Reserves Policy.
Develop guidelines for the introduction of the new sub-licence.
Should such approval be given, a tender process be undertaken for a temporary licence.

Clarification of project/task:
Amendment to the Commercial Activities on Coastal and Riparian Crown Reserves to include a
new Surf School category for Elite Surf and Community Coaching will, as indicated, require the
development of operational requirements in consultation with Cape Byron Marine Park and
National Parks and Wildlife.
