Use <strong>of</strong> results <strong>of</strong> e-government monitor<strong>in</strong>g and evaluation<br />

In addition to be<strong>in</strong>g valuable to <strong>in</strong>dividual organisations, the results <strong>of</strong> monitor<strong>in</strong>g and evaluation<br />

<strong>of</strong> e-government can be <strong>of</strong> wider value to government (both m<strong>in</strong>isters and <strong>of</strong>ficials), the Parliament<br />

and the public (both citizens and bus<strong>in</strong>esses). Monitor<strong>in</strong>g and evaluation <strong>in</strong>formation can be used to<br />

plan, manage and improve e-government performance <strong>of</strong> both <strong>in</strong>dividual and multiple organisations,<br />

and across the whole <strong>of</strong> government. Parliament can use such <strong>in</strong>formation to hold the <strong>Government</strong><br />

accountable for its use <strong>of</strong> public resources <strong>in</strong> develop<strong>in</strong>g e-government. The public can become more<br />

aware <strong>of</strong> and (potentially) engaged with e-government, which can benefit <strong>in</strong>dividuals <strong>in</strong> terms <strong>of</strong> their<br />

use <strong>of</strong> government <strong>in</strong>formation and services, and society and the economy as a whole <strong>in</strong> terms <strong>of</strong> the<br />

efficiency, effectiveness, transparency and openness <strong>of</strong> government.<br />

<strong>OECD</strong> survey respondents <strong>in</strong>dicated that the results <strong>of</strong> their <strong>in</strong>ternal e-government monitor<strong>in</strong>g<br />

and evaluation are most <strong>of</strong>ten made available to management with<strong>in</strong> their own organisation (83%),<br />

followed by all staff <strong>in</strong> the organisation (47%). After this, there is a significant drop to provision <strong>of</strong><br />

results to external parties, with 21% <strong>of</strong> organisations provid<strong>in</strong>g results to the public, and 20%<br />

provid<strong>in</strong>g them to m<strong>in</strong>isters...<br />

Interviews with <strong>of</strong>ficials did not reveal any particular reasons for the low level <strong>of</strong> provision <strong>of</strong><br />

this type <strong>of</strong> <strong>in</strong>formation about e-government to external stakeholders. They did, however, re<strong>in</strong>force the<br />

impression that e-government monitor<strong>in</strong>g and evaluation is a relatively low priority activity for most<br />

organisations, and that external demand from m<strong>in</strong>isters, the Parliament or the public is relatively<br />

limited. The fact that there are no mandatory processes <strong>in</strong> place for government-wide report<strong>in</strong>g on<br />
