ANNEX A: OVERVIEW OF POLITICAL AND ADMINISTRATIVE SYSTEM<br />

Form <strong>of</strong> government<br />

State structure<br />

Executive government<br />

Constitutional monarchy: Parliamentary system<br />

<strong>of</strong> government. Functions <strong>of</strong> the monarch are<br />

ma<strong>in</strong>ly ceremonial.<br />

Unitary: Two tiers <strong>of</strong> government – State and<br />

local. Local is divided <strong>in</strong>to 14 counties (soon to<br />

become 5 regions) and 275 municipalities (be<strong>in</strong>g<br />

reduced to 98).<br />

Intermediate/Consensual: S<strong>in</strong>ce WWII, there<br />

has been a tradition <strong>of</strong> m<strong>in</strong>ority governments<br />

without firm agreements on co-operation. This<br />

has resulted <strong>in</strong> issue-based compromises with<br />

different parties outside government.<br />

Centralised/decentralised Decentralised: Danish counties and<br />

municipalities have a high degree <strong>of</strong> regional<br />

autonomy. Local government <strong>in</strong>dependence is<br />

established <strong>in</strong> Section 82 <strong>of</strong> the Constitution.<br />

Many adm<strong>in</strong>istrative powers are delegated to<br />

counties and municipalities.<br />

Fairly fragmented: State government m<strong>in</strong>istries<br />

are relatively <strong>in</strong>dependent, and each m<strong>in</strong>ister is<br />

<strong>in</strong>dividually responsible to the Parliament<br />

(Folket<strong>in</strong>g).<br />

Political/adm<strong>in</strong>istrative <strong>in</strong>terface<br />

Separate: M<strong>in</strong>isters and <strong>of</strong>ficials have “separate”<br />

career paths.<br />

Not politicised: Public servants do not openly<br />

discuss their political lean<strong>in</strong>gs.<br />

Public management responsibility<br />

Diversity <strong>of</strong> policy advice<br />

Shared: Split between the M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance,<br />

the M<strong>in</strong>istry <strong>of</strong> Interior and Health and the<br />

M<strong>in</strong>istry <strong>of</strong> Social Affairs and Gender Equality.<br />

Ma<strong>in</strong>ly public service: Input also comes from<br />

trade/bus<strong>in</strong>ess unions/organisations.<br />
