organisational culture <strong>of</strong> the Danish public sector, and <strong>of</strong> any implications this may have not just for<br />
e-government, but also for wider aspects <strong>of</strong> government performance <strong>in</strong> deliver<strong>in</strong>g public services.<br />
The Digital Task Force<br />
The Digital Task Force is responsible for improv<strong>in</strong>g co-ord<strong>in</strong>ation and co-operation on<br />
e-government across levels <strong>of</strong> government. It is an unusual organisation for Danish government, as it<br />
draws the majority <strong>of</strong> its staff from State and local government organisations us<strong>in</strong>g secondments <strong>of</strong><br />
approximately one to two years duration.<br />
Aside from support<strong>in</strong>g the Jo<strong>in</strong>t Board, the role <strong>of</strong> the Digital Task Force, as outl<strong>in</strong>ed <strong>in</strong> the<br />
current e-government strategy, is to:<br />
• Promote the spread <strong>of</strong> e-government by provid<strong>in</strong>g <strong>in</strong>formation on the aims and content <strong>of</strong> the<br />
e-government strategy.<br />
• Carry out cross-cutt<strong>in</strong>g follow-up and co-ord<strong>in</strong>ation on behalf <strong>of</strong> the Board.<br />
• Contribute process skills to projects prioritised by the Board.<br />
• Ma<strong>in</strong>ta<strong>in</strong> ongo<strong>in</strong>g monitor<strong>in</strong>g <strong>of</strong> the need for cross-cutt<strong>in</strong>g <strong>in</strong>itiatives, and propose these to<br />
the Board.<br />
• Carry out projects <strong>in</strong> selected focus and bus<strong>in</strong>ess areas <strong>in</strong> co-operation with <strong>in</strong>terested<br />
parties.<br />
IT-Policy Centre<br />
The central <strong>in</strong>volvement <strong>of</strong> the MVTU’s IT-Policy Centre <strong>in</strong> Project e-<strong>Government</strong> is <strong>in</strong>tended to<br />
ensure that Danish e-government is based on a robust technical understand<strong>in</strong>g <strong>of</strong> ICT and the role that<br />
it will play <strong>in</strong> government <strong>in</strong> the future. It also ensures cont<strong>in</strong>uity <strong>of</strong> current e-government efforts with<br />
previous work undertaken <strong>in</strong> the area <strong>of</strong> government ICT policy. As outl<strong>in</strong>ed on the Web site <strong>of</strong><br />
Project e-<strong>Government</strong>, the vision for the IT-Policy Centre is “to be a nationally and <strong>in</strong>ternationally<br />
renowned and respected technical competence centre … mak<strong>in</strong>g sure that the IT policy <strong>of</strong> the<br />
<strong>Government</strong> is developed and implemented based on a technically solid and modern basis”.<br />
Other bodies<br />
The work <strong>of</strong> the Jo<strong>in</strong>t Board, Digital Task Force and IT-Policy Centre is augmented by a range <strong>of</strong><br />
co-ord<strong>in</strong>at<strong>in</strong>g committees and councils <strong>in</strong> the area <strong>of</strong> government-wide ICT, and steer<strong>in</strong>g committees<br />
for <strong>in</strong>dividual e-government projects. The roles <strong>of</strong> the most significant <strong>of</strong> these groups are discussed <strong>in</strong><br />
Chapter 6.<br />
Danish e-government efforts are also enabled and supported by other organisations that have<br />
specific roles to play at each level <strong>of</strong> government, either as co-ord<strong>in</strong>at<strong>in</strong>g bodies for policy<br />
development (e.g. Local <strong>Government</strong> <strong>Denmark</strong> at the municipal level), or <strong>in</strong> implementation <strong>of</strong><br />
specific elements <strong>of</strong> the e-government environment such as the public key <strong>in</strong>frastructure that has been<br />
put <strong>in</strong> place under the regulatory oversight <strong>of</strong> the MVTU’s National IT and Telecom Agency.<br />
Additionally, a good range <strong>of</strong> e-government co-ord<strong>in</strong>ation frameworks have been put <strong>in</strong> place <strong>in</strong><br />
<strong>Denmark</strong> (aga<strong>in</strong> discussed <strong>in</strong> Chapter 6 on collaboration).<br />
