Developers interested in an underground distribution system in<br />

a commercial project should contact the NSTAR New<br />

Customer Connect Tech Center at least one (1) year before the<br />

desired service date.<br />

Developers in the South district should refer to the following manuals:<br />

Underground Distribution System Specification 4-0385 (UDS)<br />

and Commercial Underground Distribution System<br />

Specification 1-0796 (CUDS) for more details.<br />

Residential:<br />

A developer may apply for an underground line extension to<br />

service a residential real estate development. Upon<br />

completion of the installation, all non-electric facilities<br />

installed by the customer in the future public way will be<br />

transferred to NSTAR for ownership and maintenance. In<br />

certain cases in the South districts where the customer installs<br />

conduit on private property to be used for primary cable and<br />

that conduit will always be accessible to NSTAR crews,<br />

ownership of that conduit will also be transferred to NSTAR.<br />

Transfer of ownership is subject to inspections and/or tests as<br />

required and approved by NSTAR.<br />

In the South districts, the developer may construct an<br />

underground line extension, including the electric facilities per<br />

NSTAR specifications using an NSTAR approved contractor<br />

and transfer these facilities to NSTAR for ownership and<br />

maintenance. The underground service cable from the<br />

customer’s property line to the service entrance shall be<br />

owned and maintained by the customer.<br />

Commercial:<br />

The developer shall install, own and maintain all underground<br />

non-electric facilities and secondary service systems at the<br />

developer’s expense.<br />

NSTAR will install, own and maintain the primary cable and<br />

transformers, when such facilities are required or in the South<br />

districts the developer may construct an underground line<br />

extension per NSTAR specifications and transfer the primary<br />

cable system to NSTAR for ownership and maintenance.<br />

Transfer of ownership is subject to inspections and/or tests as<br />

required and approved by NSTAR.<br />

423. Underground Secondary Service from NSTAR<br />

Overhead Lines<br />

The entire expense of supplying the underground service<br />

conductors from the point of termination on the pole to the<br />

customer’s building or structure, including installation of a<br />

handhole at the property line, shall be borne by the customer.<br />

The customer shall own and maintain the underground service<br />

from the property line or handhole to the building. NSTAR<br />

will assume ownership and maintenance responsibility from the<br />

pole to the handhole for residential services. NSTAR will make<br />

the final connections to its facilities after approval is received<br />

from the authority having jurisdiction for the customer-owned<br />

portion of the service. Some services will require a junction<br />

box. Contact the NSTAR New Customer Connect Tech Center<br />

for additional details. (See Sketches 6A and 6B)<br />

When more than one underground service is anticipated,<br />

NSTAR will provide the oversized wire to be installed from the<br />

handhole to the pole. Contact the NSTAR New Customer<br />

Connect Tech Center for additional details.<br />
