as amended. Section 1312.2 Power Factor: Utilization<br />

equipment greater than 1,000 watts and lighting equipment<br />

greater than 15 watts with an inductive reactive load<br />

component shall have a power factor of not less than 85<br />

percent under rated load conditions. Power factor of less than<br />

85 percent shall be corrected to at least 90 percent under rated<br />

load conditions. Power factor corrective devices, installed to<br />

comply with this code, shall be switched with the utilization<br />

equipment, except where this results in an unsafe condition or<br />

interferes with the intended operation of the equipment.<br />

606. Power Factor Correction Capacitors<br />

When the customer desires to install capacitors for the<br />

purpose of power factor correction, the capacitors must be<br />

installed to prohibit inadvertent reverse current flow at low<br />

loads to NSTAR’s system.They must also be sized and installed<br />

in such a manner as not to create harmonic interference on<br />

NSTAR’s lines.The NSTAR New Customer Connect Tech<br />

Center must be contacted prior to the ordering and installation<br />

of such equipment. NSTAR will de-energize any service that<br />

creates voltage distortion or inadvertent current flow to its<br />

system.<br />

607. Power Supply to Voltage Sensitive Equipment<br />

Customers who install computers, X-ray equipment,<br />

emergency devices or other voltage sensitive equipment are<br />

advised that auxiliary devices and relays must be employed to<br />

filter out voltage spikes and to adjust for voltage variations.<br />

NSTAR is not responsible for voltage variations that may be<br />

caused by switching, lightning surges, motor vehicles hitting<br />

utility poles or by other conditions beyond NSTAR’s control.<br />

608. Power Quality<br />

NSTAR delivers high quality power.The increased use of<br />

customer-owned equipment that can adversely affect the<br />

quality of electric service to other customers is of great<br />

concern. In order to maintain delivery of high quality power to<br />

all of our customers, the installation of customer-owned<br />

equipment that may affect NSTAR’s electric system, shall meet<br />

NSTAR specifications. NSTAR reserves the right to withhold<br />

or disconnect service where installation of such loads or<br />

equipment is detrimental to NSTAR’s service to other<br />

customers. For further information please contact the NSTAR<br />

NSTAR has adopted IEEE Std. 519-1992, IEEE Recommended<br />

Practices and Requirements for Harmonic Control in Electric<br />

Power Systems. However, NSTAR reserves the right to enforce<br />

stricter guidelines than those outlined in IEEE 519-1992, when<br />

in NSTAR’s opinion, the harmonic contributions from a<br />

customer or group of customers contributes to a degradation<br />

in the quality of service to other customers on the system to an<br />

unacceptable level. NSTAR may require corrective actions be<br />

taken at the customer’s expense.<br />

ARTICLE 700 METERS & GENERAL <strong>REQUIREMENTS</strong><br />

701. General<br />

All energy supplied by NSTAR shall, in general, be measured<br />

by appropriate meters for billing purposes. The installation of<br />

meters and metering equipment shall comply with the<br />

requirements set forth in this Article.<br />

Meters will be provided, maintained, installed, moved, and<br />

removed only by authorized NSTAR employees. No changes in<br />

metering equipment of any nature whatsoever are to be<br />
