709. Moving or Removing Metering Equipment<br />
Meters, instrument transformers, and other metering devices<br />
are the property of NSTAR. Relocation, removal or alteration<br />
for wiring or connection purposes must be performed by an<br />
authorized employee of NSTAR; except when specific permission<br />
is obtained from NSTAR.Violators will be prosecuted.<br />
When an existing service is “upgraded,” it is the responsibility<br />
of the electrician to ensure that removed meters and accessory<br />
equipment are accessible for return to NSTAR. If metering<br />
equipment is lost or destroyed, NSTAR reserves the right to<br />
seek restitution for all equipment.<br />
710. Meter Connections<br />
The service or line side conductors are always connected to<br />
the top terminals of meter sockets or banks and the load side<br />
conductors to the bottom terminals. A number of typical<br />
connections for socket meter installations are shown in<br />
Sketches 16 through 21. These diagrams show the actual<br />
positions of the jaws for the socket meters.<br />
711. Security<br />
No electrical contractor, electrician, or property owners shall<br />
by-pass a meter socket or install jumpers in a meter socket<br />
without first securing permission from the Meter Operations<br />
Department via the NSTAR New Customer Connect Tech<br />
Center. The contractor shall install a transparent<br />
polycarbonate cover and ring on the socket for the purpose of<br />
safety. NSTAR will install the proper metering once an<br />
application for service, a deposit (where required), and an<br />
inspection by the local inspection authority are all received.<br />
At the time permission is requested, the electrical contractor<br />
shall supply the following information to the NSTAR New<br />
Customer Connect Tech Center:<br />

A. Customer’s name and address<br />
B. Meter number<br />
C. Nature of work<br />
D. Electrician’s name, telephone number, and license number<br />
When performing a service upgrade from a 2 wire to 3 wire,<br />
service, it will be the electrical contractor’s responsibility to see<br />
that the meter is returned undamaged to NSTAR.<br />
An estimated bill for unmetered use will be rendered by NSTAR<br />
based on available data for the number of days the service is<br />
unmetered. Electrical contractors or other persons found bypassing<br />
services or using jumpers without prior permission will<br />
be held responsible for any expenses incurred by NSTAR, and<br />
may be subject to any other redress available to NSTAR.<br />
A. For Single Phase 3 wire, services<br />
Due to the use of an automated meter reading system, meters<br />
cannot be reinstalled by the electrical contractor without first<br />
contacting the NSTAR New Customer Connect Tech Center.<br />
B. Meter Seals<br />
Authority to cut meter seals or other sealing devices is<br />
restricted to authorized NSTAR employees. It is the<br />
responsibility of the electrical contractor to call the NSTAR<br />
New Customer Connect Tech Center and request meter<br />
removal or the cutting of any meter seal or other sealing<br />
device.<br />
Authority may be delegated to other than authorized NSTAR<br />
employees, but only by specific request for a specific<br />
installation. It is the responsibility of the electrical contractor<br />
to call the NSTAR New Customer Connect Tech Center, and<br />
request permission before removing or cutting any meter seal<br />
or other sealing device of NSTAR.<br />
