BACKGROUND<br />

Improving the Intelligence Community’s (IC) performance management and compensation<br />

system is critical to moving its agencies toward greater integration and collaboration in the<br />

performance of a common mission: protecting the national security interests of the United<br />

States. In response to the Intelligence Reform and Terrorism Prevention Act of 2004, 1 the<br />

Director of National Intelligence (DNI) and IC agencies agreed on an overarching framework for<br />

the development of more consistent personnel policies: the National Intelligence Civilian<br />

Compensation Program (NICCP).<br />

Using the NICCP framework as guidance, DoD developed a human resources management<br />

system, the Defense Civilian Intelligence Personnel System (DCIPS), which includes new<br />

compensation and performance management processes. DCIPS is designed to provide a single<br />

system for DoD intelligence components that rewards individual performance contributing to the<br />

organization’s mission, and that enhances the ability of those components to attract and retain<br />

high performing candidates. 2<br />

DCIPS is designed specifically for intelligence components and other DoD intelligence positions<br />

designated by the Under Secretary of Defense for Intelligence (USD(I)), including those at the<br />

Defense Intelligence Agency (DIA), National Geospatial Intelligence Agency (NGA), National<br />

Reconnaissance Office (NRO), National Security Agency (NSA), Defense Security Service<br />

(DSS), Office of the Under Secretary of Defense for Intelligence (OUSD(I)), and intelligence<br />

elements of the Army, Air Force, Navy, and Marine Corps.<br />

The components adopted all or parts of DCIPS and were scheduled for complete adoption, as<br />

indicated in Table 1-1.<br />
