OUSD(I) and the components, and providing recommendations to the DIHRB, the USD(I), and<br />

the USD(P&R) on personnel business practices related to DCIPS implementation. 117<br />

OUSD(I) has a clear decision-making process for implementation, but decisions have not always<br />

been communicated or explained clearly to the workforce; sometimes, they have appeared<br />

arbitrary. One example is the split of GS-13 level personnel into pay bands 3 and 4 upon<br />

conversion to DCIPS. The DIHRB could not reach consensus on this issue, so the USD(I)<br />

decided to place GS-13 steps 1 and 2 into band 3, and those in steps 3 and above into band 4.<br />

The effect was to place into two new and separate pay ranges employees who sat side by side,<br />

did the same work in similar positions, and previously were in the same salary range. Many<br />

employees who view the decision-making process as confusing and seemingly arbitrary—and<br />

the outcome as unfair—cited this example.<br />

Open communication entails providing the workforce with access to accurate and timely<br />

information. It also requires establishing an outreach mechanism for gathering and considering<br />

employee feedback.<br />

Information Access<br />

The framework’s Information Access element refers specifically to having a website to support<br />

broad information sharing concerning design, training, and other implementation issues. 118<br />

OUSD(I) maintains two sites for sharing program-related content: the DCIPS website and the<br />

DCIPS Readiness Tool.<br />

DCIPS Website. The DCIPS Website (http://dcips.dtic.mil) offers status updates, links to<br />

information, and frequently asked questions pages aimed at addressing multiple issues. The<br />

website is the primary resource to which the intelligence component workforce is directed for a<br />

variety of information needs.<br />

The website is primarily used by the military service organizations, which have accounted for<br />

well over 60 percent of the users in the past two years.<br />

At a minimum, a good website should be:<br />
