the health <strong>of</strong>ficer <strong>of</strong> Pamlico<br />

County, Dr. D. A. Dees, and the health<br />

<strong>of</strong>ficer <strong>of</strong> Rowan County, Dr. C. W.<br />

Armstrong, together with Mr. Quint<br />

E. Smith, sanitary engineer <strong>of</strong> Concord,<br />

and Mr. W. C. Stallings, sanitary<br />

inspector <strong>of</strong> Guilford County,<br />

volunteered their services and reported<br />

for duty in the flood area<br />

along with the personnel <strong>of</strong> the St<strong>at</strong>e<br />

Board <strong>of</strong> <strong>Health</strong> aforementioned. It<br />

ought to be <strong>of</strong> interest to the friends<br />

<strong>of</strong> the St<strong>at</strong>e Board <strong>of</strong> <strong>Health</strong>, and<br />

especially to the friends and rel<strong>at</strong>ives<br />

<strong>of</strong> these <strong>of</strong>ficials, to know something<br />

about how their services were appraised<br />

by the authorities in the flood<br />

district. <strong>The</strong>refore we take pleasure<br />

in quoting below some letters received<br />

from health <strong>of</strong>ficers in Mississippi,<br />

Arkansas, and Louisiana.<br />

Dr. W. A. D. James, the county<br />

health <strong>of</strong>ficer <strong>at</strong> Belzoni, Mississippi,<br />

wrote to the <strong>North</strong> <strong>Carolina</strong> St<strong>at</strong>e<br />

<strong>Health</strong> Officer, under d<strong>at</strong>e <strong>of</strong> June 17,<br />

the following letter concerning the<br />

work <strong>of</strong> Messrs. Floyd and Stallings<br />

''I want to express our gr<strong>at</strong>itude to<br />

you for the valuable service th<strong>at</strong> your<br />

department has rendered us during<br />

our flood emergency.<br />

"It has been our good fortune to<br />

have detailed to us two <strong>of</strong> your sanitary<br />

inspectors, Mr. John E. Floyd, <strong>of</strong><br />

Raleigh, and Mr. W. C. Stallings, <strong>of</strong><br />

Greensboro. I know th<strong>at</strong> I have never<br />

known two better men. <strong>The</strong>y certainly<br />

gave us some worth-while service.<br />

<strong>The</strong>y are industrious, interested<br />

in their work, and know sanit<strong>at</strong>ion,<br />

how to deliver it and get results.<br />

"Again thanking you for this valuable<br />

service th<strong>at</strong> you have made possible<br />

for us, I am,<br />

On June 21 the Exchange Club <strong>of</strong><br />

Cleveland, Mississippi, passed the following<br />

resolutions with reference to<br />

the work <strong>of</strong> Mr. B. F. Rowland:<br />

"Whebeas, the St<strong>at</strong>e Board <strong>of</strong><br />

<strong>Health</strong> <strong>of</strong> <strong>North</strong> <strong>Carolina</strong> has been so<br />

kind and generous to lend to Bolivar<br />

County the services <strong>of</strong> Mr. B. F. Rowland,<br />

Sanitary Inspector, during the<br />

recent overflow and calamity affecting<br />

our community; and,<br />

"Whereas, Mr. Rowland is a highclass<br />

gentleman in every respect, and<br />

made many friends for the <strong>Health</strong><br />

Department <strong>of</strong> our St<strong>at</strong>e, as well as<br />

our sister St<strong>at</strong>e, <strong>North</strong> <strong>Carolina</strong><br />

"Be it Resolved, th<strong>at</strong> the Cleveland<br />

Exchange Club <strong>of</strong> Cleveland, Miss.,<br />

extend to the St<strong>at</strong>e Board <strong>of</strong> <strong>Health</strong><br />

in behalf <strong>of</strong> the people <strong>of</strong> Bolivar<br />

County their sincere and gr<strong>at</strong>eful<br />

thanks for the splendid services rendered<br />

by the said B. F. Rowland,<br />

Sanitary Inspector, and to assure them<br />

we shall always remember most gr<strong>at</strong>efully<br />

and kindly the spirit th<strong>at</strong> actu<strong>at</strong>ed<br />

the said St<strong>at</strong>e Board <strong>of</strong> <strong>Health</strong><br />

in coming to us in our time <strong>of</strong> need:<br />

"Be it further Resolved, th<strong>at</strong> a<br />

copy <strong>of</strong> this resolution be spread upon<br />

the minutes <strong>of</strong> the Exchange Club and<br />

a copy sent to the St<strong>at</strong>e Board <strong>of</strong><br />

<strong>Health</strong> <strong>at</strong> Raleigh, N. C, and a copy<br />

furnished to the press <strong>of</strong> the county.<br />

"Done this the 21st day <strong>of</strong> June,<br />

1927.<br />

On June 21 the following letter was<br />

received from Dr. Hardie R. Hays,<br />

Mississippi, in commend<strong>at</strong>ion<br />

<strong>of</strong> the work <strong>of</strong> Mr. M. M. Melvin<br />

"In behalf <strong>of</strong> the people in the inund<strong>at</strong>ed<br />

section <strong>of</strong> Sunflower County,<br />

Mississippi, I wish to express appreci<strong>at</strong>ion<br />

<strong>of</strong> the splendid services <strong>of</strong> Mr.<br />

M. M. Melvin, who was sent to this<br />

department by your St<strong>at</strong>e Board <strong>of</strong><br />

<strong>Health</strong>.<br />

"Mr. Melvin represented your St<strong>at</strong>e<br />

in a most complimentary way, demonstr<strong>at</strong>ing<br />

to all the high degree <strong>of</strong><br />

efficiency which characterizes your<br />

splendid Board <strong>of</strong> <strong>Health</strong>.<br />

"<strong>The</strong> people <strong>of</strong> this county are <strong>at</strong><br />

one in their conviction th<strong>at</strong> never has<br />

a more rapid, worth-while piece <strong>of</strong><br />

work been put over than was done<br />

under the direction <strong>of</strong> Mr. Melvin.<br />

"We thank you for your liberality<br />

in sending him, and want you to know<br />

th<strong>at</strong> the people <strong>of</strong> Mississippi truly<br />

appreci<strong>at</strong>e your St<strong>at</strong>e sending their<br />

very best to us.<br />
