SMALLPOX MORE PREVALENT THIS YEAR<br />
<strong>The</strong> United St<strong>at</strong>es Public <strong>Health</strong><br />
Service recently st<strong>at</strong>ed th<strong>at</strong> in a number<br />
<strong>of</strong> the st<strong>at</strong>es <strong>of</strong> the <strong>North</strong> extending<br />
across the country to the Pacific<br />
Coast th<strong>at</strong> smallpox was much more<br />
j)revalent than <strong>at</strong> the same season last<br />
year.<br />
It seems foolish to have to continually<br />
call <strong>at</strong>tention to the presence <strong>of</strong><br />
smallpox, brcause it is one disease th<strong>at</strong><br />
is perhaps more easily prevented than<br />
any other extremely contagious disease.<br />
For more than a hundi-ed years<br />
vaccin<strong>at</strong>ion has proved its efficacy under<br />
every conceivable circumstance.<br />
Vaccin<strong>at</strong>ion is easy to procure. Any<br />
doctor is ready <strong>at</strong> any time to vaccin<strong>at</strong>e<br />
a person carefully and successfully.<br />
Less than five minutes time is<br />
required, and with proper care and <strong>at</strong>tention<br />
to the arm after vaccin<strong>at</strong>ion no<br />
harm is ever likely to arise to the individual<br />
th<strong>at</strong> is newly vaccin<strong>at</strong>ed.<br />
Vaccin<strong>at</strong>ion for babies and young<br />
children should be as universally practiced<br />
as naming the babies. Amon^<br />
civilized people there is in this day and<br />
time no excuse for a person having<br />
smallpox, or for the presence <strong>of</strong> the<br />
disease in any community. <strong>The</strong> reason<br />
it is still prevalent and still spreads<br />
from st<strong>at</strong>e to st<strong>at</strong>e and city to city is<br />
a tribute to the power <strong>of</strong> prejudice<br />
and ignorance in the face <strong>of</strong> a better<br />
knowledge on the part <strong>of</strong> everybody.<br />
A BULLETIN ARTICLE BRINGS ONE MAN A TEN<br />
THOUSAND DOLLAR JOB<br />
<strong>The</strong> following headline appeared in<br />
the Raleigh Xeics and Observer <strong>of</strong> Sunday,<br />
December 4, 1927 : "STATE COL-<br />
LEGE PROFESSOR ACCEPTS $10,000<br />
YEAR JOB." <strong>The</strong> subheading <strong>of</strong> the<br />
article was as follows : "Dr. Frank<br />
Rice Becomes Executive Secretary <strong>of</strong><br />
Evapor<strong>at</strong>ed Milk Associ<strong>at</strong>ion."<br />
<strong>The</strong> paper, in describing the new<br />
work <strong>of</strong> Dr. Rice and something <strong>of</strong> his<br />
record here, had the following interesting<br />
item : to wit,<br />
"It was an article <strong>of</strong> his published<br />
in '<strong>The</strong> <strong>Health</strong> Bulletin,' a public<strong>at</strong>ion<br />
<strong>of</strong> the <strong>North</strong> <strong>Carolina</strong> St<strong>at</strong>e Board<br />
<strong>of</strong> <strong>Health</strong>, on 'Condensed and Evapor<strong>at</strong>ed<br />
Milk, th<strong>at</strong> brought him to the <strong>at</strong>tention<br />
<strong>of</strong> the evapor<strong>at</strong>ed milk people.<br />
<strong>The</strong> article appeared in January, 1926."'<br />
<strong>The</strong>re are two or three reasons <strong>at</strong><br />
least why we are calling <strong>at</strong>tention to<br />
this item. In the first place the St<strong>at</strong>e<br />
Board <strong>of</strong> <strong>Health</strong> has tried for many<br />
years to make the <strong>Health</strong> Bulletin a<br />
serious public<strong>at</strong>ion carrying editorial<br />
m<strong>at</strong>ter and special articles <strong>of</strong> timely<br />
significance and <strong>of</strong> importance to all<br />
the people. An earnest effort has always<br />
been made to make the Bulletin<br />
a distinctive public<strong>at</strong>ion in th<strong>at</strong> it shall<br />
always carry m<strong>at</strong>ter <strong>of</strong> technical and<br />
scientific value, in short, inform<strong>at</strong>ion,<br />
if you please, to all classes <strong>of</strong> people.<br />
To achieve such a result it is necessary<br />
to procure articles by men and women<br />
who are masters in their special fields,<br />
who will write articles <strong>of</strong> distinctive<br />
value. We have always tried to refrain<br />
from filling its pages with rehash<br />
stuff, old, out-<strong>of</strong>-d<strong>at</strong>e m<strong>at</strong>erial, or with<br />
m<strong>at</strong>ter available elsewhere.<br />
This is not the first record <strong>of</strong> a favorable<br />
connection being made by authors<br />
<strong>of</strong> articles appearing in this Bulletin.<br />
<strong>The</strong>refore we should like for people <strong>of</strong><br />
special ability who are able to write<br />
entertainingly, interestingly, and inform<strong>at</strong>ively<br />
on any health subject to<br />
submit articles to us for public<strong>at</strong>ion.<br />
We cannot promise to procure a ten<br />
thousand dollar a year job for all <strong>of</strong><br />
these, but we can promise to cheerfully<br />
send the manuscript bacTi to the author,<br />
postage prepaid, when such articles submitted<br />
are not available for the Bulletin<br />
; and we also promise to publish<br />
such articles as in our judgment will<br />
help make the Bulletin wh<strong>at</strong> it ought<br />
to be.<br />
Another reason we have for publishing<br />
this item is to illustr<strong>at</strong>e th<strong>at</strong> many<br />
responsible people the world over are<br />
numbered among the careful readers <strong>of</strong><br />
<strong>The</strong> Bulletin. We have interested<br />
subscribers from British India to the<br />
African Congo. <strong>The</strong> Bulletin goes by<br />
request to practically every important<br />
country in the world, as well as to
