Two experienced men should build two<br />

pit privies in three days. <strong>The</strong> best<br />

builders working in pairs some times<br />

build three pit privies per pair <strong>of</strong> carpenters<br />

per day. Many <strong>of</strong> these trained<br />

carpenters follow from town to town<br />

and build privies, but on account <strong>of</strong> the<br />

tendency <strong>of</strong> the local people to assume<br />

th<strong>at</strong> the inspector has some special<br />

interest in these workmen, they are<br />

discouraged as much as possible against<br />

following. It is slower work to train<br />

Potential Value <strong>of</strong> Complaints<br />

<strong>The</strong> advertising slogan "every knock<br />

is a boost" cannot possibly be more<br />

true in any applic<strong>at</strong>ion than it is with<br />

respect to sanitary privy enforcement.<br />

<strong>The</strong> most prevalent complaint comes<br />

from owners <strong>of</strong> rental property, who<br />

very <strong>of</strong>ten have not even seen the<br />

privies themselves. We consider th<strong>at</strong><br />

the man who will apply his <strong>at</strong>tention<br />

to the m<strong>at</strong>ter sufficiently to write a<br />

letter <strong>of</strong> complaint is a potential convert<br />

to sanit<strong>at</strong>ion, because the subject<br />

is actually in his mind. It is only necessary<br />

can get paid. Checking <strong>of</strong> completed<br />

work before the builder is paid is a<br />

valuable service and is gre<strong>at</strong>ly appreci<strong>at</strong>ed<br />

by property owners.<br />

the chief inspector call on the complainant<br />

and take him out personally<br />

Usually the more vigorous the complaint<br />

the more ardent exponent <strong>of</strong><br />

sanit<strong>at</strong>ion the man becomes.<br />

Prosecution is invoked only as a last<br />

resort, but it is the duty <strong>of</strong> every<br />

inspector to exercise his utmost ability<br />

to make a believer out <strong>of</strong> the defendant
