The study finds that without engaging and<br />
supporting the community, the programme will<br />
be unlikely to achieve its goals. This model supports<br />
the importance <strong>of</strong> ensuring “community<br />
engagement in the planning and implementation<br />
<strong>of</strong> the programme so that there is no coercion<br />
to be HIV tested or take antiretroviral therapies,<br />
and that there is adequate support for individuals<br />
with questions and concerns. Contrary to<br />
many other similar studies, we included the<br />
cost <strong>of</strong> ensuring many components <strong>of</strong> a strong<br />
human rights framework” (Granich, <strong>2012</strong>).<br />
The total cost <strong>of</strong> including these human rights<br />
components in the programme overall is 1.4<br />
per cent, a small investment in the long-term<br />
success <strong>of</strong> the programme and its contribution to<br />
the achievement <strong>of</strong> rights.<br />
Conclusion<br />
Recent estimates <strong>of</strong> unmet need indicate the<br />
significant levels <strong>of</strong> investment necessary to<br />
uphold the right <strong>of</strong> the world’s people to family<br />
planning. High levels <strong>of</strong> unmet need for family<br />
planning will be increased in the coming years<br />
by the large generation <strong>of</strong> young people entering<br />
their reproductive years. Family planning has<br />
been shown to be one <strong>of</strong> the most cost-effective<br />
public health interventions ever developed. Thus<br />
any decision regarding how to invest in family<br />
planning must counterpose its costs against<br />
the range <strong>of</strong> benefits it brings to individuals,<br />
households and nations.<br />
