A set <strong>of</strong> “minimum core obligations” are independent<br />

not subject to progressive realization. These<br />
include providing access to family planning<br />
information and services on a non-discriminatory<br />
basis, and providing essential drugs as defined<br />
under the <strong>World</strong> Health Organization Action<br />
Programme on Essential Drugs, which includes<br />
