‘Finite’ in this context refers to projects with a clear beginning and end. The criticism of such an approach is that development goals will be<br />

replaced by the goals of the project itself. Furthermore, these projects are often unrelated to each other, and therefore not aimed at achieving an<br />

overall goal, rather the objectives of the project itself.<br />
