3. <strong>Tracking</strong> of <strong>External</strong> <strong>Donor</strong> <strong>Funding</strong> to PNGO<br />
in the West Bank and Gaza Strip from 1999 to 2008.<br />
Having looked into the historical, statistical and<br />
structural aspects of external aid to the WB&GS, we are<br />
better able to understand our own research data compiled<br />
between April and September of 2009. The purpose of<br />
the following chapter is to track external funding to<br />
PNGOs by surveying both sides of the equation: PNGOs<br />
themselves and their donor partners.<br />
The first section will focus on the results of our survey of<br />
80 PNGOs that, as discussed previously, has provided an<br />
excellent picture of hundreds of donors over the ten years<br />
analyzed. With this data, we paint a picture of:<br />

The importance of external aid to PNGOs according<br />
to the percentage of their operating budgets it<br />
comprises;<br />
The broad types of external aid granted to PNGOs;<br />
The difference amongst different donor groupings in<br />
the type and amount of aid given;<br />
and the differences between governmental and<br />
nongovernmental sources of external aid to PNGOs.<br />
The data provided in our PNGO survey concerning the<br />
activities and nature of PNGOs themselves is only<br />
indicative of the larger PNGOs. In order to look at the<br />
activities and nature of the PNGO population as a whole,<br />
the donor survey is used.<br />
The second section of our research will look at the<br />
results of our survey of 41 donors in order to paint a<br />
picture of the externally funded PNGO activities of<br />
hundreds of PNGOs over a ten year period of time.<br />

Broad sectors and sub sectors of their activities<br />
the target populations that their the externally<br />
funded PNGO projects serve<br />
and the geographic location of external donors and<br />
partner PNGO headquarters, as well as the site of<br />
project implementation<br />
3.1 Amount of <strong>External</strong> Aid to PNGOs<br />
As our surveys set out to cover as high a percentage as<br />
possible of external funds to PNGOs in 2008, we first<br />
had to estimate the total amount of aid entering into the<br />
PNGO sector over the course of the period studied.<br />
Figure 13 below illustrates the trend in aid to PNGOs as<br />
estimated by the MoP over a ten year period, versus the<br />
estimates of aid derived from the two previous MAS<br />
mappings of the PNGO sector in 1999 and 2006.<br />
