<strong>External</strong> aid to PNGO projects targeting Refugee<br />
populations slowly declined between 2001 and 2008. In<br />
2007, refugees comprised nearly 16% of the total<br />
population and were the recipients of over 20% of the<br />
external aid channeled through PNGOs in 2008.<br />
Breakdown of Aid to Target Populations by <strong>Donor</strong><br />
Type<br />
The following two Figure 31and 32 break down external<br />
aid to Palestinian target populations according to the<br />
broad type of donors engaged: Governmental and INGO.<br />
From 2002 onwards, slightly more focus is placed on<br />
refugees by the INGO donors than Governmental ones.<br />
Also throughout the period studied, INGO donors have<br />
focused more upon rural populations; and finally, urban<br />
populations receive less INGO funding than the<br />
Governmental. However, there is a clear trend upwards<br />
by INGO donors in their focus on urban populations<br />
Figure 31 shows that INGO donors largely follow the<br />
same trends as overall aid, with a few exceptions.<br />
