3.2 The Importance of <strong>External</strong> Aid to<br />
PNGOs<br />
Previous MAS mappings of the PNGO have produced<br />
an interesting set of snapshots concerning PNGO<br />
reliance on external donors. As figure 16 shows, external<br />
assistance has by far outdistanced local assistance in<br />
terms of scale and rate of growth 34 . Between the two<br />
studies mapping the whole of the Palestinian population<br />
(1999 and 2006), there is a 14% increase in external<br />
donor dependency and a smaller increase in dependency<br />
on the PA for funds – both at the expense of 'other'<br />
sources. The ‘Other’ category includes: revenue<br />
generating activities, aid from the PA, aid from within<br />
the Green Line, Aid from Palestinian Diaspora and Other<br />
sources of revenue 35 .<br />
