Programs targeting rural areas of Palestine, primarily focused on agriculture. These do not include<br />

water project, though many are specifically aimed at agriculture.<br />

Activities aimed at providing general assistance to marginalized sectors of society or immediate<br />

assistance to following an acute crisis. In previous MAS mappings these were separated into two<br />

distinct categories. For this study they have been linked due to the complexity of separating them<br />

within a context of perennial conflict.<br />

This sector describes activities aimed at young people under the age of 18. They typically include<br />

summer camps, exchanges and cultural activities specifically aimed at children. There are<br />

additional advocacy projects included when their primary target is children.<br />

Those activities aimed at supporting sectors of society living with physical or psychological<br />

disabilities. This includes the specific healthcare and educational programs targeting the disabled.<br />

Projects and programs aimed at supporting the elderly in Palestine, including specific healthcare<br />

and educational programs.<br />

Projects or programs aimed at bringing about an improvement in civic activism through democratic<br />

structures and practices at both the social and organizational levels. This also includes projects<br />

aimed at enhancing the capacity of free media, as well as the vague contributions to ‘civil society’<br />

development.<br />

Projects aimed at improving the transparency, accountability and decision-making structure of an<br />

organization, sector or the Palestinian Authority. This sector also includes contributions to the<br />

strengthening of the judicial sector and the encouragement of civil rights.<br />

Reproductive health services ranging from health care, lobbying, education and advocacy.<br />

Programs that aim to provide general health care through NGOs as opposed to either the public or<br />

private sectors. This includes the broad range of care to all populations except: disabled, elderly,<br />

and specific reproductive healthcare programs.<br />

Projects that either monitor the situation of Human Rights, or work to raise awareness of HR issues<br />

both locally and internationally.<br />

Capacity-building programs aimed at increasing the target population’s technical skills in the<br />

public, private and civil society spheres.<br />

Activities that bring together participants under the broader framework of shared spiritual beliefs<br />

and range from one time events to ongoing programs.<br />

Projects whose primary activity involves data gathering and analysis<br />

Educational projects focused on culture and humanities. This sector also includes ‘peace-building’<br />

activities and those aimed at dialogue between Israelis and Palestinians.<br />

Educational projects focused on the sciences and technology, as opposed to culture and humanities.<br />

This sector also includes contributions to PNGO educational infrastructure.<br />

Projects aimed at protecting and conserving Palestinian resources, either in terms of water or the<br />

environment as a whole. It should be noted that the number of projects targeting the water sector far<br />

outweigh the number targeting the environment. In the future this should be separated into two<br />

categories.<br />

Projects and programs targeting women that aimed to increase their economic and social mobility.<br />

This sector also includes advocacy, education and legal programs specifically targeting women.<br />

These programs target youth, male and female, between the ages of 18 and 34. The activities<br />

primarily revolve around sports and recreation<br />

Any project or program that does not fit into the above categories. It should be noted that major<br />

donors, whose programs fit into a number of categories, often chose other as an alternative to<br />

breaking the numbers down.<br />

Conduits of Aid to PNGOs<br />

Bi-lateral Aid is provided directly by a donor country or organization to an aid recipient (OECD DAC, 2003:321-324,<br />

cited in Challand, 2009:74). An example of bi-lateral aid to PNGO would be the Danish Government partnering with<br />

the Palestinian Hydrology Group (PHG) in order to improve water infrastructure in the Jordan Valley.<br />

In Multilateral Aid donors pool funding that is then 'channeled via an international organization' (ibid). The best<br />

example of mulit-lateral assistance entering into the WB&GS is that of the European Commission. By pooling large<br />

amounts of money, EU countries are able to collectively invest in larger programs, rather than individual projects.<br />
